GENERAL DESCRIPTION OF DUTIES

This is work providing customer and operation support to programs of the Division of Human Services and throughout the Office of Human Services and Community Partnerships, by promoting the highest level of customer service and ensuring responsible fulfillment of contractual programs. Serves as a secondary point person for Leon County's Local Human Services Partner Support contracts, including Food Insecurity, Homelessness and Housing Support, Legal Services, Mental Health Services, and Nonprofit Grant programs. Ensures Human Services partners remain aware of contract status and provides timely and courteous follow-ups to Human Services agencies. Reviews reimbursement requests and ensures payments are in compliance with American Rescue Plan Act and contractual obligations.

ESSENTIAL DUTIES
Assist Human Service Analyst with CARES Act funded contract management; review requests for reimbursement or advancements of CARES Act and ARP Act funding; reach out to Human Services partner agencies frequently to obtain scheduled Activity Reports and reimbursement requests; request corrections to reimbursement requests and invoices when errors are identified.

Routes calls to appropriate staff; prepare and proof CHSP reports on funded agencies; perform clerical skills (typing, software use, computer use, copier/scanner use); conduct partner site visits; answer frequently asked questions and provide technical support through CHSP portal; prepare correspondence to CHSP partners; schedule calls and meetings with contract partners.

Assist with the Division of Human Services' various assistance applications hosted on Neighborly Software (online); assist with application intake and file maintenance; prepare applications for Division review; assist with reconciling Leon County payments against Neighborly records and contract requirements.

DIFFICULTY
This position requires the use of independent judgment in maximizing discretion, displaying the ability to deescalate customer service needs. Problem solving skills are required due to the complexity of balancing contract requirements. Creative thinking is needed due to several operations occurring simultaneously.

INTERNAL AND EXTERNAL CUSTOMER CONTACT
Position has frequent internal and external customer contact concerning contract and environmental compliance, site visits, and resolving complaints.

EQUIPMENT AND TOOLS USED
Personal computer, word processing software, and a vehicle are among the equipment operated or tools used.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
Work is performed mainly outdoors with exposure to inclement weather conditions, exposure to insects, animals, et cetera. Physical demands include standing, walking, sitting, balancing, stooping, and handling objects/materials, et cetera.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge and proficiency with Microsoft Office applications, including Word, Excel, and Outlook; Ability to read, analyze, and interpret financial reports and contracts; Ability to perform rudimentary arithmetic (addition, subtraction, division, multiplication); Knowledge of proper formats, grammar and spelling to compose and edit correspondence; Knowledge of standard office machines (copier/scanner); Ability to work independently and meet established deadlines; Ability to establish and maintain effective working relationships with others; Ability to maintain a courteous and professional demeanor while interacting with clients and customers.

MINIMUM QUALIFICATIONS
Requires a high school diploma or an equivalent and six months of government or contract management experience; or an equivalent combination of training and experience.

Necessary Special Requirements:
Must possess a valid State of Florida Class "E" Operator's License and have a favorable driving record.

All Leon County employees (regular full-time and part-time, OPS, and PRN) are required to work before, during and after a Declared Local State of Emergency (DLSOE). Participation is considered a condition of employment.

Selection Guidelines:
Formal application, rating of education and experience; oral interview and reference check, and drug testing.

FLSA STATUS : Non-Exempt. This position ensures that contracts are enforced.
