Job Summary: Job incumbent provides instruction, medical skills training evaluation and supportive services to Community Health Aides/Practitioners in the village clinics. Incumbent will provide direct clinical services within the TCC health services region.

Representative Duties: Under the general supervision of the CHAP-CHC director and rural medical director, job incumbent will:

1. Perform clinical, teaching and administrative in a professional manner that demonstrates exemplary customer service, cultural competency and fosters a team environment.

2. Support the Community Health Aide/Practitioners (CHA/P) the delivery of health care services in conjunction with the CAIHC medical staff, subregional clinics, other TCC health services programs and other patient care entities state of Alaska public health and State of Alaska Medicaid.

3. Provide training and medical evaluation to CHA/P's through on-site visits, video teleconferencing technology, clinical observation, review of patient encounter documentation, classroom instruction, preceptorships.

4. Review and monitor the medical activities of the CHA/P in the villages according to standards of the TCC CHA program, TCC personnel policy and applicable regulatory agencies.

5. Work in cooperation with division director, rural medical director, regional instructor, training center staff and referral physician to address all medical and training issues for each CHA/P under their supervision.

6. Work with the CHA/P(s) to identify and articulate clinic facility issues to director and appropriate regulatory entity.

7. Recommend Medical Standing Orders [or revocation of] to referral physician.

8. In collaboration with TCC patient advocate and/or privacy officer follow-up with patient complaints, forward results of investigation/response, in writing to director.

9. Participate in program and relevant clinical staff meetings including peer review. Others as requested.

10. Submit incident reports, monthly reports, trip reports, time sheets, etc. in a timely manner and as requested.

11. As needed, assist program by performing C/I duties for subregion with C/I vacancy. 12. 25% of time is providing direct primary and preventative patient care services to assigned villages within the TCC health services region [may be in person or via telehealth]. Representative clinical duties include, but are not limited to the following:

- Provide primary and preventative, triage and emergency clinical services per the State of Alaska scope of practice per mid-level provider license: medical history & exam, perform and/or order necessary diagnostics such as labs, x-ray and ultrasounds, and perform procedures such as suture and casts, compile and record patient medical data, establish appropriate treatment and referral as necessary, and provide or arrange for appropriate follow up care.-

• As indicated in conjunction with other providers, provide after hours emergency coverage in villages.

• Participate in community prevention activities such as: mobile mammography, diabetes prevention, school events, etc.

• May provide home visit medical services to patients as needed.Provide remote primary care clinical support via asynchronous or synchronous telemedicine.

Other Responsibilities:

1. Performs other job-related duties as assigned.

Minimum Qualifications:

1. Must be able to obtain and maintain license for unrestricted practice in the State of Alaska or hold unrestricted license in another state allowing practice in Alaska as a Physician Assistant or Nurse Practitioner.

2. Experience working in a cross cultural setting.

3. Primary care experience in a rural setting.

4. ATLS, ACLS, PALS preferred. Must be able to obtain and maintain certification within 6 months of starting position.

5. Eligible for DEA registration.

6. Experience in teleradiology, including proper positioning for x-rays preferred.

7. Experience in telemedicine preferred.

8. Experience in RPMS preferred.

9. Clinical teaching experience preferred.

10. Must pass background check pursuant to federal Indian Child Protection and Family Violence Prevention Act requirements.

Knowledge, Skills and Abilities:

1. Strong verbal, written, and interpersonal skills.

2. Administrative skills involving supervision, planning and project implementation.

3. Experience managing stress and working multiple projects/deadlines at one time.

4. Computer skills required with familiarity with MS Office programs.

5. Experience with clinic workload prioritization and patient triage with limited ancillary support.

Supervision: Supervise up to 12 community health aide/practitioner(s).

Physical demands: Job incumbent must be able to lift and carry up to fifty pounds in support of equipment and supplies. Frequent travel to remote villages required. May be subject to harsh environmental conditions when traveling. Conditions include but are not limited to the following: travel by small, unpressurized aircraft, snowmobiles, boat, 4WD vehicles, lack of running water or waste facilities, poor heat, and extreme weather conditions. Position requires recurring bending, stooping, kneeling, reaching and stretching. Incumbent must be able to work accurately and efficiently in a busy and sometimes stressful environment.

Summation: This position has high public contact, which makes strong interpersonal skills a necessity.
