Responsibilities:
This position is primarily responsible for communication and coordination with the States and CMS for their assigned PERM RC Cycle Year. The Cycle Manager is responsible for the overall timeliness and accuracy of the pre-cycle, cycle, and post cycle operations, managing against key operating risks and communicating any risks/ mitigations internally as well as to CMS. This is accomplished through a matrix reporting structure for PERM managers, such as Medical Review, Medical records and Data Processing managers.

  • The Cycle Manager will be in direct communication with the COR and appropriate RC staff to coordinate all aspects of cycle activities.
  • Works closes with the training manager to ensures State PERM staff having sufficient knowledge of what they must provide to the reviewers when reviews begin.
  • Coordinate with the State Medicaid POCs that are part of the cycle they are managing, to ensure contractor’s review staff having obtained required access to state systems prior to beginning reviews.
  • Has the critical responsibility to monitor the overall cycle milestones/ deliverables status, as well as quality and timeliness of all of the operational and support areas for the cycle that they are managing and to escalate any issues immediately to PM and to the manager responsible for that operational area.
  • Responsible for coordinating with the State Medicaid staff, Empower AI IT and security resources to ensure that as a contractor we are approved for the secure transfer of review documentation for use by reviewers and CMS.
  • Has overall responsibility to ensure the appropriate coordination and effectiveness of all PERM meetings for the cycle that they are responsible for.
  • Works with CMS and PERM management to ensures that review manuals, which represent an agreement between the RC and CMS, are finalized prior to the beginning of the reviews
  • Assume primary authorship and quality control responsibilities for cycle specific materials, that will be reviewed and approved by CMS for presentation to the Medicaid States in that cycle. These include but are not limited to the following:
    • Pre-cycle presentation materials including primary responsibility for construction, quality control, and facilitation of inputs from other organizational areas
    • Empower AI hosted Review Call facilitation, coordination, and preparation activities
    • Contractor collaboration specific to the assigned cycle
    Cycle Reporting including State Stories and Cycle Summary construction and coordination
  • Effectively communicates with the customer, stakeholders, peers, and employees
  • Performs other projects and responsibilities as assigned by the Project Director

Qualifications:


MINIMUM REQUIREMENTS:

  • Hold a Bachelor’s Degree or Master’s Degree from an accredited university and in a field of study that can be reasonably interpreted to perform tasks related to this position
  • Comprehensive knowledge of PERM RC Operational processes and workflows spanning all operational areas, enabling the cycle manager to provide oversight of all operational areas, in support of the cycle they manage.
  • Comprehensive knowledge of the Medicaid and/or CHIP program, including program administration, payment methodologies and overall state Medicaid structure, challenges and barriers to a successful PERM audit
  • Effective interpersonal, problem solving and communication (both written and verbal) skills
  • Ability to work with others in a team environment
  • Working knowledge of Microsoft Word, Excel, and Internet applications


EXPERIENCE:

  • A minimum of ten years in a project management capacity focused on complex and technically challenging projects.
  • A minimum of three years working experience within the CMS PERM Review Contract or adjacent CMS contract in supporting Medicaid payment accuracy.
  • Senior level experience advising on identified operational and policy issues and trends, making recommendations for optimizing operational collaboration, efficiencies, and effectiveness
  • Demonstrated ability to bring about strategic change, both within and outside the organization, to meet organizational goals
