About the Department of Conservation and Recreation: The Department of Conservation and Recreation (DCR) manages one of the largest and most diverse state parks systems in the nation and protects and enhances natural resources and outdoor recreational opportunities throughout Massachusetts. The DCR system includes over 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, skating rinks, trails, golf courses and parkways.
The Department of Conservation and Recreation seeks qualified applicants for the position of Civil Engineer IV - Dam Safety Engineer.
This position is part of the strategic readiness initiative.
GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES:
Incumbents prepare or review plans, designs, specifications, for rehabilitation of dams and cost estimates for engineering projects; prepare and/or review reports, studies and analytical data; perform calculations relating to engineering problems pertaining to dam engineering; perform engineering surveys; inspect construction and/or maintenance work pertaining to dams; and perform related work as required. Position requires thorough knowledge of accepted dam engineering principles and practices including but not limited to hydrology, hydraulics, soil mechanics, geotechnical engineering, structural concrete design, design of various types of dams found throughout the commonwealth.
The basic purpose of this work is to perform professional engineering duties in such areas as dams, and facilities all in accordance with sound engineering principles, applicable laws, regulations and standards.

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES
1. Assist the Director with preparation and/or review of plans, designs, specifications, and cost estimates for elements of engineering projects such as the construction or maintenance of dams, highways, bridges or facilities.
2. Provides engineering data for the preparation and review of engineering or environmental reports and studies.
3. Assist the Director with performing calculations such as those related to hydrology, hydraulics and structures as they relate to dams, soil capacity, groundwater flow, and quantity of materials by using engineering software models, calculators, computers and other instruments.
4. Writes memoranda, letters and technical or general reports on the status of engineering projects or problems.
5. Assist the Director with analyzing changes in scope of work during design and/or construction of dam rehabilitation projects to recommend corrective action.
6. Conducts field investigations such as those needed to gather information needed to resolve construction, maintenance or environmental problems.
7. Recommends modifications to plans, specifications, and engineering agreements for elements of engineering projects.
8. Assist the Director with review of technical dam designs for the construction, repair, breaching and removal of dams and for the construction of projects in order to make recommendations to dam safety permit engineer for approval for all dams subject to dam safety regulations.
9. Approves construction and service contract payment estimates and/or Invoices for materials, equipment and supplies.
10. As directed by the dam safety program director , inspects construction operations, such as all aspects of dam construction, drainage, steel placement, concrete placement, concrete curing, paving to ensure that work is being performed according to engineering specifications and dam safety regulations for all dams subject to dam safety regulations.
11. Inspects maintenance work, at dam sites and other public works projects as assigned.
12. Acts as resident engineer on projects, such as dam repair and other civil works projects as assigned.
13. Performs dam engineering inspection of dams as assigned.
14 Collects, compiles and correlates engineering and environmental data; reads manufacturers’ publications and meets withmanufacturers’ representatives to keep abreast of latest technical advances, new products, product prices, safety hazards and specifications; maintains records; provides information on such matters as department procedures and applicable standards; operates technical equipment and devices and attends meetings and conferences.
15. Performs related duties as assigned.
Based on assignment, the following additional qualifications may be required at hire:
1. Knowledge of the principles and practices of all aspects of dam engineering.
2. Knowledge of the terminology and standard abbreviations used in dam engineering.
3. Ability to operate a motor vehicle.
Additional qualifications required at hire for Civil Engineer IV and higher positions:
1. Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; controlling work through periodic reviews and/or evaluations; determining subordinates’ training needs and providing or arranging for such training; motivating subordinates to work effectively; determining the need for disciplinary action and either recommending or initiating disciplinary action.
2. Knowledge of the principles, practices and techniques of supervision.
First consideration will be given to those applicants that apply within the first 14 days.
Minimum Entrance Requirements:
Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials of which (B) at least three years must have been in a professional capacity, and (C) of which at least one year must have been in a supervisory, managerial, or administrative capacity, or (D) any equivalent combination of the required experience and the substitutions below.
Substitutions
I. An Associate's degree with a major in civil engineering** or civil engineering technology** may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor's degree with a major in civil engineering** or civil engineering technology**, may be substituted for a maximum of two years of the required (A) experience.*
III. A Graduate degree with a major in civil engineerlng** may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*
**NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary,environmental, drafting, highway, architectural, mining, airport and materials.
- Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
Special Requirements: Based on assignment, possession of a current and valid Massachusetts Motor Vehicle Operator's License may be required.
