Summary

This position supports the Senior Vice-President of Property Management Operations of the District of Columbia Housing Authority (“DCHA” or “Authority”) by providing day-to-day oversight of property management for Authority-owned properties, including occupancy rates, leasing, resident problem resolution, rent collections and other matters related to public housing developments. Incumbent serves as an advisor to the Senior Vice-President of Property Management Operations and provides objective information for making decisions on property management issues. Incumbent is responsible for guiding the efficient and effective administration of the properties and advising supervisory/managerial staff on compliance with federal, local and DCHA regulations, procedures, and policies. All activities must support the District of Columbia Housing Authority’s strategic goals and objectives and produce results that accomplish the goals of the Office of Property Management Operations.

Essential Duties and Responsibilities

The below statements describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.

  • Participates with the Senior Vice-President of Property Management Operations in developing and executing program plans, strategies, and goals to transform the Office of Property Management Operations into a performance-based organization that delivers effective and efficient program activities and services premised on outstanding customer care;
  • Assists the Senior Vice-President of Property Management Operations in the supervision of the Property Operations which includes Area Managers, Housing Managers and Housing Management Assistants as well as the Mixed-Finance portfolio.
  • Assists in the development of policies, procedures and short- and long-term planning; manages designated programs, services and initiatives; analyzes and evaluates the effectiveness of program operations, services, activities and modernization efforts; and ensures accountability for the achievement of established goals and objectives in compliance with governing laws, regulations, policies and directives.
  • Works closely with the Deputy Director of Maintenance to insure that the operation and maintenance of assigned property/properties, consistent with overall Authority quality, occupancy, cost, and revenue goals; ensures that assigned property/properties is/are maintained in decent, safe, and sanitary condition at all times; organizes assigned work; develops effective work methods that comply with Authority expectations; and partners with internal and external resources to maintain high levels of property performance and standards;
  • Works closely with the Director of Quality Control to ensure that unit and resident data are maintained accurately and up-to-date, and appropriately to the proper department of the U.S. Department of Housing and Urban Development’s (HUD’s) databases.
  • Directly supervises staff to include Area Managers and ensures that Agency standards are being met; and that Area Managers’ performance and supervision of Housing Managers are carried out in accordance with DCHA policies and applicable laws; including interviewing, hiring, and training employees; planning, assigning, and directing work; approving and disapproving leave; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
  • Oversees property management, including tenant placement, negotiation of lease/rental agreements, relocation when necessary, and support services; monitors occupancy/vacancy levels, rent collections, and recertification activities.
  • Ensures the proper documentation of tenant grievances/complaints and collaborates with the Office of Fair Hearings and Office of the General Counsel as needed; ensures proper documentation and processing of eviction actions;
  • Interprets program standards, procedures and regulations necessary for the effective operation of programs; manages the budget for all area programs; recommends modifications to satisfy changing program requirements and staff adjustments;
  • Participates in the development of the annual budget submission for the Office of Property Management Operations; ensures that the area of responsibility operates within established budget; advises the Senior Vice-President of Property Management Operations on relevant budget, policy, program and procedural issues and on the status of all phases of area programs;
  • Supports the Senior Vice-President of Property Management Operations as needed; attends various public/business meetings with and/or on behalf of the Senior Vice-President for Property Management Operations; follows up as appropriate; acts on behalf of the Senior Vice-President of Property Management Operations as directed;
  • Reviews staff communications to assure operational program coordination; promotes an understanding of the Authority’s mission, objectives, policies and procedures;
  • Conducts research and analysis of operational activities for efficiency, effectiveness and compliance with overall policies and procedures and all applicable regulations; monitors subordinates’ compliance with DCHA regulations, procedures, and effective management practices;
  • Ensures that operating procedures are documented and updated/revised as needed;
  • Develops data needed in resolving program and operational issues; identifies problem areas; makes critical analyses; recommends actions to improve programs;
  • Investigates and responds to concerns and complaints of residents and DCHA staff;
  • Works with resident groups to ensure their participation in the delivery of services to residents and to encourage their involvement in housing management related activities;
  • Accomplishes special assignments at the request of the Senior Vice-President of Property Management Operations;
  • Prepares reports and correspondence as required; provides timely information to the Senior Vice-President of Property Management Operations with regard to work pending and the rate of progress on major assignments;
  • Performs other related duties as assigned.

Job Competencies

  • Mastery knowledge of programs, regulations and directives of the U.S. Department of Housing and Urban Development (HUD) as well as all other applicable Federal and District laws and regulations
  • Demonstrated knowledge of policies, procedures, goals, objectives, operational entities, requirements and activities as they apply to the assigned area of responsibility in the DCHA
  • Demonstrated expertise and knowledge of public housing management and operations
  • Advanced leadership, management and communication skills
  • Extensive knowledge of DCHA’s organizational structure
  • Knowledge of construction and federal housing quality standards
  • Ability to prepare and monitor contracts, budgets, year-end statements, and fund requisitions
  • Excellent oral and written presentation skills
  • Ability to exercise good judgment

Education and/or Experience

Bachelor’s degree from an accredited college or university with emphasis in public administration, business administration or a related field; and at least (6) six years of housing operations management work experience, and at least three years supervisory/management experience in public housing, affordable housing, and/or real estate redevelopment environment; or the equivalent combination of education and experience which meet the minimum qualifications requirement may be substituted.

The position will require the incumbent to obtain the Public Housing Management and Low-Income Tax Credit Certification within 1 year of position.
