ABOUT THE DEPARTMENT

The Colorado Department of Public Safety (CDPS) consists of five Divisions: Colorado Bureau of Investigation (CBI), Colorado State Patrol (CSP), Division of Criminal Justice (DCJ), Division of Fire Prevention and Control (DFPC), and the Division of Homeland Security and Emergency Management (DHSEM). The Executive Director's Office (EDO) provides administrative and management services to the operating divisions of the department.


DIVISION OF FIRE PREVENTION AND CONTROL

The mission of the Colorado Division of Fire Prevention and Control (DFPC) is to serve and safeguard the people and protect the property, resources, environment, and quality of life in Colorado. Each of the programs described below supports the Division's mission in various ways, including through code enforcement, wildfire preparedness and suppression, training and certification programs, public information and education, or technical assistance to local governments.

  • Wildfire Management Program - provides technical assistance to local governments and manages wildfires that exceed the capacity of local agencies.
  • Health Facility Construction and Inspection Program - ensures that licensed health facilities comply with fire and life safety codes, issues building permits, and performs inspections.

  • Public School and Junior College Construction and Inspection Program - ensures that public schools and junior colleges comply with building and fire codes by conducting plan reviews and inspections or certifying local plan reviewers and inspectors.

  • Certification Programs - administers certification programs for firefighters, hazardous material emergency responders, medical first responders, fire sprinkler fitters, and others.

  • Colorado All-Risk Incident Reporting System - administers a statewide reporting system for fires and related incidents.

  • Emergency Services Responder Education and Training - provides training for emergency service responders.

  • Center of Excellence - researches, tests, and evaluates new technologies related to aerial firefighting.

  • Fire Suppression Program - ensures that fire sprinkler systems are properly installed and maintained.

  • Colorado Fireworks Act - establishes minimum standards for the sale and use of fireworks.

  • Fire Safety in Limited Gaming Establishments - establishes minimum building and fire safety standards for limited gaming establishments.

  • Regulation of Reduced Ignition Propensity Cigarettes - enforces flammability standards on cigarettes.

  • Regulation of Fire Safety in Waste Tire Facilities - creates rules for fire safety in waste tire facilities.

Description of Job

ABOUT THE WORK UNIT
The mission of the Colorado Division of Fire Prevention and Control is to safeguard those that live, work, learn, and play in Colorado by reducing threats to lives, property, and the environment. The Division safeguards the public through: fire prevention and code enforcement; wildfire preparedness, response, suppression, coordination, and management; training and certification; public information and education; and technical assistance to local governments.

The Colorado Division of Fire Prevention and Control has long had code enforcement responsibilities over gaming establishments, hotel and motel occupancies, fire suppression systems, and waste tire facilities. With the passage of BB09-1151, DFPC assumed primary responsibility for fire and building code enforcement in public schools and junior colleges throughout the State, effective January 1, 2010. With the subsequent passage of HB12-1268, DFPC also assumed from the Colorado Department of Public Health and Environment primary responsibility for enforcing the Life Safety Code in healthcare facilities statewide, effective July 1, 2013.

The primary purpose of the work unit is to ensure that all the buildings that are included in the jurisdiction of the Colorado Division of Fire Prevention and Control (DFPC) are constructed and/or maintained in accordance with the requirements of state statutes, regulations, adopted codes, and, in the case of healthcare facilities, CMS (Centers for Medicare and Medicaid) mandated requirements. To accomplish this purpose, the work unit performs building, fire, and life safety code plan reviews and inspections, and regulates licenses and certifications to ensure compliance with the statute, regulations, and the currently adopted as applicable.

The Fire & Life Safety Section of DFPC has undergone a significant change in structure, responsibility and complexity over the recent past. The Section has increased its offerings to multiple categories of regulated facilities to include plan review services prior to construction or remodel to ensure compliance of the project with adopted codes and standards. The Section has added multiple programmatic, operational inspections to team duties, has added ongoing maintenance inspections for schools, limited gaming facilities and licensed health facilities, fully implemented new construction inspections to the schools and health facilities programs integrated with the associated plan reviews of these regulated facilities.

POSITION DUTIES
Plan Review and Inspection
Performs building, fire, and life safety code and other related plan reviews and inspections and verifies completeness, accuracy, and compliance with Colorado statutes, regulations, adopted building codes and referenced standards. Documents and communicates required information to owners, designer of record, appropriate DFPC staff and others to ensure proper and timely processing of the building and fire permits. Tracks all projects from initiation through completion.
Conducts independent, document based and/or on-site multi-trade building, fire, and life safety inspections of regulated facilities using state and federal regulations. Witnesses periodic testing of the safety systems within regulated facilities. Testing involves activation and evaluation of fire alarms, smoke, automatic sprinkler, emergency power systems, and other systems as required. Inspects facilities for unsafe practices, equipment, and furnishings. Interviews staff and occupants regarding
facility operating conditions, safety issues, and evaluates appropriate training and knowledge of fire safety procedures. Evaluates building structure and fire rating of building materials and compartmentalization of the structure, exiting requirements, electrical, and mechanical systems.
Writes, clear, concise, and legally defensible statements of deficiencies based on analysis of the documented findings and extensive knowledge of regulation sets, guidelines, Principles of Documentation, and program specific protocols, policies and procedures. Maintain a professional level of knowledge, skills, and ability related to the adopted and enforced codes and standards, and provides technical assistance to local officials and to the public on the interpretation of the Divisions adopted codes. Document and communicate construction and code discrepancies to facility personnel and design professionals and follow up on corrections. The employee shall serve as a primary point of contact for the region specified by the Division.

Coordinating Plan Review Submittals Issuing Permits

Creates, records, notifies the appropriate parties, and issues fire and life safety and other related permits, Certificates of Completion, and other documents as required.
The position reviews submitted documents in regulated facilities as required and verifies
conformance with Division plan review submittal requirements. The position is responsible for ensuring proper tracking of the project’s documents and submittals (using division data systems and project tracking tools) and responding to such submittals in a timely fashion. The position recommends approval or denial of the final inspection for compliance with fire and life safety standards. The employee may serve as a primary point of contact for the department throughout the duration of the project.

Stakeholder Interaction
The position interacts with architects, engineers, contractors, designers, building owner
representatives, and others and communicates the requirements of the permit and inspection processes.

Enforcement Action, Technical Assistance, Code Interpretation 1
The position responds to telephone and written requests from architects, engineers, construction managers, facility managers, administrators, general life safety and fire personnel and the public. The requests are for technical assistance regarding fire and life safety protection and to clarify code interpretations, research related issues, and conduct code research as needed.
The position issues correction notices as applicable. The position then takes enforcement action as required, only after attaining prior direction and approval from the Branch Chief.
Other duties may be assigned to meet the mission of DFPC.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS (EDUCATION AND EXPERIENCE)
  • Minimum four (3) years of experience related to plan review, building inspection, fire suppression, or construction trade work is required.
  • Must possess a current International Code Council (ICC) ICC Commercial Building Inspector Certification.

SUBSTITUTIONS
Coursework or a degree in closely related fields of study may be substituted on a year for year basis

PREFERRED QUALIFICATIONS AND/OR SPECIAL QUALIFICATIONS
  • Knowledge of architectural/construction terminology and documents including plans, specifications, and other related permit submittal items.
  • Incumbent must seek Centers for Medicare and Medicaid Services (CMS) certifications for Basic Life Safety Code, Fire Safety Evaluation System for Health Care, Fire Safety Evaluation System for Board and Care, and NFPA 99 as they are made available.
  • While not required to be considered for the position, candidates are recommended to demonstrate their experience with applying the provisions of the NFPA 101 Life Safety Code and/or the Facility Guidelines Institute’s Guidelines for Design and Construction of Health Care Facilities.

CONDITIONS OF EMPLOYMENT
  • Current valid driver's license at time of hire, and must obtain a Colorado-issued driver's license within 6 months of hire.
  • Requires successful completion of a background investigation, polygraph and drug screening.
  • Must maintain in good standing while employed in this position any professional certification, licensure or other credential which the Inspector claimed in the official application, or that may be required to be earned in the course of employment in
    this position.
