The University of North Carolina System’s Small Business and Technology Development Center
(SBTDC), in partnership with the US Small Business Administration, is the recognized, primary organization through which the state of North Carolina provides business counseling, management education, and technology development services to help the business community successfully meet challenges, manage change, and plan for the future.

Essential Job Duties
The Director of Administration & Finance serves as the primary budget officer for the SBTDC statewide, including statewide responsibility for proposal budgets; post-award financial management (creating sub-award documents for UNC campuses, preparing state transfers, budgets, and tracking statewide cash match, campus invoices, and waived indirect costs); and conducting an annual financial review of SBTDC Centers and hosting UNC campus accounts. Supervises up to three SHRA positions at the Statewide Administrative Office (SAO), which support the administration and operations of the SBTDC statewide. Serves as SBTDC University Liaison with UNC campuses [providing financial training for all new SBTDC directors, ongoing assistance to campus contracts, and grants contacts to support timely and accurate submission of campus financial documents (invoices, cash match, etc.)] and with NCSU administrative oversight (P-card oversight, invoicing, pre/post-award activities, etc.). Serves on numerous SBTDC committees and workgroups, assisting with financial and administrative matters as well as assisting other national SBDC programs with financial best practices, external audits/exams, etc.

Other Responsibilities
Additional duties as assigned.

Qualifications

Minimum Education and Experience
Requires post-baccalaureate credentials plus 2-4 years experience; a bachelor’s degree plus 3-5 years experience may be substituted for the advanced degree on an exceptional basis.

2-5 years of progressively responsible budget management and supervision of administrative personnel.

Other Required Qualifications
Extensive previous experience managing state and federal grants, previous supervisory/personnel management.

Preferred Qualifications
  • Bachelor’s Degree in Business Administration or related business area; or equivalent combination of training and experience
  • 5-10 years of progressively responsible budget management and supervision of administrative personnel.
