Summary
The Director of Human Resources provides executive-level leadership and guidance to the organization’s human resources operations. They are responsible for setting, enforcing, and evaluating legally compliant human resources policies, procedures, and best practices, and identifying and implementing long-range strategic talent management goals.
Role and Responsibilities
- Collaborates with executive leadership to define the organization’s long-term mission and goals; develops and implements human resource strategies and programs to support the mission through talent management.
- Develops key performance indicators for the organization’s human resource and talent management functions; assesses the organization’s success and market competitiveness based on these metrics.
- Provides guidance and counsel to management on human resource initiatives (e.g., organizational design and development, employee engagement, performance assessment and evaluation)
- Ensures compliance with employment, benefits, insurance, safety, and other laws, regulations, and requirements.
- Facilitates successful payroll processing ensuring timecards are submitted and approved timely in collaboration with the Finance Team.
- Ensures maintenance of employee records in HRIS system are updated and accurate. Runs various reports regarding employee metrics that aids in decision making.
- Manages employee benefits and facilitates annual open enrollment process. Partners with insurance brokers and vendors on robust benefit offerings and competitive renewal rates. Supports employees in accessing and utilizing benefits.
- Designs, implements, and manages talent acquisition and onboarding processes.
- Manages the agency’s compensation structure, pay practices, and performance management processes and makes recommendations for enhancements.
- Manages employee relations activities to include, disciplinary actions, coaching, performance improvement plans, and investigations.
- Leads training efforts for the agency through the use of external and internal resources.
- Develops, implements, and communicates human resources policies and procedures in compliance with appropriate regulatory agencies.
- Conduct employee yearly background checks, certificate verifications and HR training in accordance with our facility’s established procedures.
- Ensures that new personnel are oriented to the agency including personnel policies, procedures, payroll procedures, safety procedures, grievance procedures etc., as established in operational policies and procedures
- Maintain the confidentiality of all employee information.
- Ensure employees receive performance evaluations:
- Maintain a job posting systems to communicate opportunities for staff.
- Manages a team of human resources professionals ensuring excellent customer services is provided. Provides coaching, training, and development opportunities to the team.
- Collaborates with managers to lead and support diversity and inclusion initiatives and agency trainings through team member working groups.
- Leads agency efforts in human resources technology projects.
- Maintains knowledge of laws, regulations, and best practices in employment law, human resources, and talent management.
- Conduct exit interviews, and record data in the employee’s personnel records.
- Manage the employee onboarding experience, conducting all background checks, reference checks, pre-employment drug screening and other relevant new hire activities.
Qualifications and Education Requirements
- Bachelor’s degree in Human Resources, Business Administration, or related field required; Master’s degree preferred
- HR certification preferred; SHRM-CP or SHRM-SCP highly preferred
- 5-7 years of experience in Human Resources.
- Ability to maintains a high level of confidentiality and professionalism.
- Service oriented, empathetic and able to interact and develop rapport with a diverse population.
- Must pass mandatory background checks which may include verification of references, and pre-employment drug screen.

Job Type: Full-time
Pay: $70,000.00 - $77,000.00 per year
