Position Title: Director of Special ProgramsDepartment: Special ProgramsReports To: District SuperintendentEvaluated By: District SuperintendentFLSA Status: Exempt Position SummaryThe Director will plan, organize and direct Special Education Programs for the district. The Director manages Special Education Personnel and provides leadership, management and fiscal planning and accountability of the Special Education Department. The Director is responsible for keeping in compliance with federal and state guidelines, as well as School Board Policy. Essential Functions The Director will: Provide leadership, direction and coordination of resources to ensure successful implementation of student programs and services in the areas of Special Education.Collaborate with school and district level curriculum committees to develop plans and recommendations for the inclusion of students with disabilities in all aspects of the educational program.Create and maintain organizational structures that promote and support delivery of exemplary programs and service in the areas of Special Education.Assist administrators with resolving issues regarding staff/parents/students in Special Education Programs.Provide leadership with the development of program design, special materials, curriculum and instructional methods.Coordinate and prepare documentation needed to respond on behalf of the district for due process, state complaints, and/or Office of Civil Rights investigations.

On a regular basis, visit special and regular education classrooms to observe effectiveness of the instructional program.Coordinate and facilitate Special Education audits and implementation of corrective action plans needed to resolve deficiencies.Develop and promote parent education and support programs to foster increased levels of parental satisfaction with programs and services offered by the district.Plan and conduct meetings and chair/participate in ad hoc committees.Provide appropriate in-service to meet the specific needs of programs within the district.Assist the Human Resources Department in interviewing and recommending new personnel.Monitor quality of Individual Educational Plans (IEPs), Educational Plans (EPs), Service Plans, Transition Plans and Matrix of Services for all Special Education programs for the district.Provide a record of data-driven decision making and fiscal responsibility to sustain continuous improvement.Establish a performance-based culture that establishes effective management systems to support exemplary programs and high quality of teaching and learning.Provide consultation for staffing and placement of exceptional students.Analyze the results of assessments to identify gaps in programs and services and develop strategic plans to address needs and implement state-of-the-art programs and services.Coordinate the continual evaluation of the quality of Special Education Programs and personnel.Recruit, retain, lead and motivate a high performing leadership team.Coordinate the efforts of Compliance Monitoring for the Special Education Department.Increase the availability of technology and assistive technology to Special Education classrooms.Provide F.T.E. projections and allocations for individual and school programs.Supervise assigned personnel, conduct annual performance appraisals, and make recommendations for appropriate employment action.Assist with progressive evaluations when requested by school administrators.Maintain information for Special Education Programs to meet local, state and federal audits.Prepare, justify and administer the program budget.Monitor expenditures and use cost-benefit thinking to set priorities.Monitor districts performance to achieve satisfactory ratings on the Arkansas Department of Educations State Performance Report.Plan for exceptional education programs.Keep up-to-date on technological developments. Make effective use of technology to achieve results. Ensure access to and security of technology systems.Develop a continuum of exceptional education services and educational opportunities for students at school sites.Prepare or oversee the preparation of all required reports and maintain appropriate records.Assist in implementing the Districts goals and strategic commitments.Perform other duties as assigned by the Superintendent.Participate in school board meetings
