What will I be doing?
The Senior Manager of Early Childhood Education and Strategic Partnerships will provide leadership and management for the Department of Human Services. This position will serve the Gulf Coast Workforce Board and its operating affiliate Workforce Solutions as the public workforce system in the 13-county Houston-Galveston region of Texas. The Gulf Coast Workforce Board and Workforce Solutions help employers meet their human resource needs and local residents build their careers, so both can compete in the global economy. Workforce Solutions’ child care services program provides financial aid (also known as subsidy or scholarship) for child care to families who meet income requirements, promoting long-term self-sufficiency by enabling parents to work or attend education activities. This program strives to educate parents about the availability of quality child care, enhance children’s early learning, and support early learning programs working to improve the quality of child care services. Additionally, this position conducts the following roles and responsibilities:
- Supports the Gulf Coast Workforce Board, its Education Committee, and the Executive Director in developing quality early childhood education and strategic partnerships plans, initiatives, and policies;
- Develops, plans, and oversees Gulf Coast Workforce Board investments in early childhood education throughout the region;
- Plans and develops collaborative relationships with employers, parents, advocates, schools, childcare providers, and others to expand the availability of and access to quality early childhood education and supports for families and children;
- Leads staff engaged in early childhood education and strategic partnership efforts;
- Develops and implements a holistic, strategic plan to improve the quality of early childhood education in the region focused on employers, parents, children, childcare providers, childcare employees, and other key partners;
- Develops and implements plans and initiatives to address quality childcare providers, employer partnerships, and expanding infant and toddler capacity in the region;
- Convenes and coordinates with customers, residents, employers, governmental entities, public and private partners, research centers, and educational partners to develop a quality early childhood education system;
- Works with team to develop policies, plans, and initiatives to expand quality early childhood education opportunities in the region;
- Works strategically with the Director to identify additional funding, resources, and supports to supplement investments in developing a quality early childhood education system for the region; and
- Conducts investigation and analysis to make recommendations for addressing early childhood education issues of high complexity.
- Provide leadership to Early Childhood Education and Strategic Partnerships team to include development of action plans, recruitment of staff, and professional development; and
- Assist with setting agendas for various meetings concerning Early Childhood Education and Strategic Partnerships.
Key Qualifications
- Experience in early childhood and early education policy and programming;
- Ability to develop collaborative relationships with many different organizations;
- This is a senior-level, outward facing position critical to policy development, community investments, and relationships with regional early childhood/early education advocates, research groups, schools, and providers; philanthropy investing in early childhood/early education; funding agencies; and federal, state, and local governments;
- Must have experience, knowledge, and training in managing finances including internal and external budgets, grant reports, and fiduciary responsibilities associated with office’s operations;
- Must be extremely personable and collaborative with strong communication skills, capable of cultivating strong, sustainable relationships, and have strong problem-solving skills;
- Must be entrepreneurial and have the ability to working with a wide variety of staff, community members, stakeholders, and public figures in a collegial, collaborative, and constructive manner;
- Must demonstrate strong leadership skills and the ability to make accurate, timely, executive decisions in a high-stakes, high-pressure environment.
- Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical, or professional discipline; or the basic knowledge of more than one professional discipline;
- A high degree of analytic ability and inductive thinking is required to devise new approaches to deal with highly complex, novel or previously unsolved problems.
- This person must have knowledge of both education, early childhood education, and workforce; and
- Policy, procedure, or precedent may actually be created and recommended by this position, so a background including policy, policy analysis, or law is preferred.
Do you have…
- This position requires at least a formal 4-year degree from a college and/or university in education, educational leadership, government, policy or law. Persons with graduate experience in the aforementioned areas are also encouraged to apply and shall be given special consideration.
- 10 years of experience working with local government, nonprofit programs, schools, early childhood education, or in job related duties with at least three years in a managerial capacity.

Pay: $101,630.00 - $171,881.00 per year
