The Facilities Management Division (FMD) is responsible for the maintenance, repair and construction of NYPD facilities.
The deal candidate will combine technical expertise with strong project management skills to achieve robust results for the City and its residents. The preferred candidate will bring the following skills and experience to this position:

The deal candidate will combine technical expertise with strong project management skills to achieve robust results for the City and its residents. The preferred candidate will bring the following skills and experience to this position:
- Identifying and quantifying energy conservation opportunities associated with HVAC systems, controls, building envelope, boilers and chillers
- Assessing energy audits completed by third party consultants and contractors
- Performing field testing on facilities equipment for calculation data points (e.g., facility energy audits); conducting site investigations; providing field verification through witnessing and testing to ensure project quality and adherence to design
- Performing technical calculations (using temperature bin analysis methods) and energy modeling to estimate potential energy savings from projects (including but not limited to RCM and ECMs); performing calculations using to calculate energy savings associated with mechanical HVAC equipment and systems
- Assisting with commissioning oversight for new projects. Specifically:
- Meeting with the design and construction team to review project goals, schedules, and design, construction, and commissioning documents
- Reviewing specifications and design documentation to ensure the systems can be properly commissioned and maintained
- Reviewing the commissioning verification sheets and test procedures
- Conduct Re-commissioning at existing NYPD facilities Conducting M&V on the back end to validate actual savings.
- Supporting Energy Team as directed.
Minimum Qual Requirements
1. A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating or expediting, for engineering and/or architectural and/or landscape architectural projects; or
2. A four year high school diploma or its educational equivalent and five years of experience as described in “1” above; or
3. A four year high school diploma or its educational equivalent plus any combination of the experience and/or college education as described in “1” above to make up the equivalent of five years of education and experience. One year of credit will be given for each 30 semester credits of college education leading to a baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration.
2. A four year high school diploma or its educational equivalent and five years of experience as described in “1” above; or
3. A four year high school diploma or its educational equivalent plus any combination of the experience and/or college education as described in “1” above to make up the equivalent of five years of education and experience. One year of credit will be given for each 30 semester credits of college education leading to a baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration.
Preferred Skills
- At least two years of experience in energy management, commissioning, or mechanical or electrical engineering.
- Ability to read and interpret mechanical and electrical design drawings.
- Extensive experience in commissioning mechanical and electrical equipment.
- Familiarity with technical project management operations, including project planning, scope development, design and construction management, and project close-out
- Familiarity with NYC mechanical and energy codes, as well as ASHRAE guidelines for high-performance buildings.
- Candidates with a NYS Professional Engineer licenses, as well as Building Operator Certification-Level 1 certification, Certified Energy Manager (CEM), Certified Energy Auditor (CEA), Certified Building Commissioning Professional (CBCP), and/or Certified Measurement and Verification Professional (CMVP) credential and/or experience creating and conducting Measurement and Verification Plans per the International Performance Measurement and Verification Protocol (IPMVP) are preferred.

However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
