RESPONSIBILITIES:
Reports directly to the Program Manager. The incumbent of this position will provide support in the planning, coordination, and management of environmental impact information to support requirements and serve as the Environmental Compliance Manager. Support includes, but is not limited to, the review of provided documents such as Operational Test Agency Test Plans (OTA TP); Programmatic, Environmental, Safety and Health Evaluation (PESHE); Environmental Impact Statements (EIS), Environmental Assessments (EA), and additional National Environmental Protection Agency (NEPA) documentation, as required. Coordinate with the host Garrison Environmental Office (GEO) and develop draft Record of Environmental Consideration (REC) and Categorical Exclusions (CX), as applicable, in accordance with 32 CFR Part 651 and other applicable policies and directives. The contractor shall develop the environmental sections of plans, surveys, and reports, as required. Depending on the requirement location, environmental coordination may be required on and in the vicinity of Fort Hood and Fort Bliss, TX, and Fort Bragg, NC, as well as other CONUS and OCONUS locations.
The incumbent also develops and conducts management and administrative studies and performs administrative or program work relating to environmental compliance, and safety and health programs within Ft. Hood. This position is also responsible for conducting environmental impact surveys for the conduct of USAOTC testing at various locations across CONUS and OCONUS. As such, the incumbent will develop and maintain programs to protect or improve occupational safety and health, and environmental quality, pollution prevention, address environmental impacts, and ensure compliance with all Federal, State and local safety, health and environmental laws and regulations. Oversees the safety, health and environmental regulations to include preparing environmental impact surveys; hazardous material tracking and reporting to include SDS management; SDS control for materials; and any handling and personal protection requirements for hazardous materials or safety. Ensures risk assessment processes are conducted and records maintained. Ensures operational records and filing systems are established and maintained IAW applicable regulations.
The incumbent will also serve as the Ft. Hood Safety Manager and the Ft. Hood Environmental Compliance Manager. Conducts safety, health and environmental inspections of facilities, work areas, and equipment. Monitors site conditions, practices, and procedures for compliance with safety and health requirements. Determines and implements corrective action and follows up to ensure proper action has been taken. Conducts training for the workforce on various safety, health and environmental topics. Responsible for accident investigation and case management. Will assist supervisors in accident investigations and prevention strategies. May involve travel to test sites as part of the conduct of environmental impact surveys or safety, health and environmental inspections at Fort Bliss, TX and Fort Bragg, NC. Ensures all safety, health and environmental programs meet the regulatory and compliance intent of Government directives, such as: AR 200-1 – Environmental Protection and Enhancement; III Corps & Fort Hood Regulation 200-1 – Environmental and Natural Resources; AR-385-10 – The Army Safety Program; III Corps & Fort Hood Safety SOP, and any other directives as they apply.
QUALIFICATIONS:
Three to 5 years of experience with NEPA requirements and documentation. Must possess a Bachelor s Degree in a science, engineering or other related discipline. Must have demonstrated computer skills, including a proficiency in using common word processing software, spreadsheet software, database applications, project and presentation software, email, contact management and scheduling software.
Must possess strong interpersonal skills, good oral and written communication skills and possess good administrative and team building skills. Must possess sound analytical and problem solving skills. Must possess the aptitude to accept challenges and confront risks. Working knowledge of basic contract deliverables. Must be willing to work in a fast pace environment and be available to work long hours, different shifts, weekends, and holidays, as needed. Work environment may include field operations in various types of weather, climates, and terrain.
Education/ Experience: Bachelor s Degree in a science, engineering or other related discipline.

- Valid State driver's license and car insurance for access to military installations and travel
- Eligible for and be able to obtain a U.S. Government motor vehicle operator's permit for assigned class of vehicle
