DIVISION: DIRECTOR’S OFFICE – Facilities Management

POSITION SUMMARY:

Primarily responsible for the supervision of the maintenance repair technicians in performance of maintenance and repair of heating and air conditioning equipment, electrical and plumbing fixtures, and physical structures at JGHC, CRHC, ESHC and satellite centers. Supervises janitorial and grounds maintenance staff in performance of routine duties, and independent contractors in the performance of other related activities.

PRINCIPAL DUTIES/RESPONSIBILITIES:

The following functions represent the majorities of the duties performed by the position but are not meant to be all-inclusive or prevent other duties from being assigned when necessary.

ESSENTIAL JOB FUNCTIONS (95% of Time):

1. Coordinates and assists in the external/internal maintenance and repair of various types of buildings, sheds, forms, frames, fences, and other structures; i.e., alters, repairs, and maintains doors, floors, partitions, stairways, windows, screens, and miscellaneous wooden fixtures; fits and glazes glass in windows and doors; maintains various types of roofs; operates various power equipment in the carpentry shop; and supervises repair and maintenance of concrete and other foundations for buildings, machinery, and equipment.

2. Interviews applicants for vacant positions; makes hiring and termination recommendations to Human Resources; and provides employees with performance plans and evaluations in accordance with THD policies and procedures.

3. Provides new employees with an orientation; all employees with necessary training and development; and ensures that employees receive hazardous materials training.

4. Inspects buildings, premises, and equipment to determine the existence of conditions requiring electrical, plumbing, plastering, masonry, or mechanical repair or other maintenance, and makes necessary recommendations.

5. Coordinates and assists in the installation, maintenance, and repair of wiring, power appliances, light fixtures, power outlets, and switches.

6. Coordinates and assists in the installation, maintenance, and repair of valves, faucets, and sinks, and water, sewage, air, steam and gas lines.

7. Develops specifications for construction and remodeling to comply with purchasing procedures; estimates expected costs for labor and materials; acquires bids for work; and selects the contractor.

8. Works with divisions/programs needing expertise on special remodeling and construction projects.

9. Inspects all THD facilities to determine the existence of conditions and consults with building maintenance on electrical, plumbing, plastering, masonry, mechanical repair, or other maintenance.

10. Establishes specifications for the requisition of tools, materials, and supplies.

11. Completes reports of equipment operations, of installation and maintenance work performed, and of materials, supplies, and equipment used.

12. Prepares and submits annual division budgets to administration.

13. Electronically tracks all work orders. Forecast, in 5-year increments, major equipment and/or building replacement or repair projects, and document in an electronic master file.

14. Completes required training in support of the duties and responsibilities of this position.

15. Other duties as assigned including those required to fulfill activities in support of public health emergency operations.

SECONDARY JOB FUNCTIONS - NON-ESSENTIAL (5% of Time):

1. Operates trucks, forklifts, and other vehicles in the performance of assigned duties, and performs minor maintenance on vehicles.

QUALIFICATIONS/SPECIFICATIONS:

Education: High school diploma or equivalent plus additional study equivalent of a two-year vocational certificate in equipment or machinery maintenance are required. Bachelor’s degree preferred.

Experience: Seven years of progressively responsible experience in one or more of the building trades is required with at least three years’ experience in a supervisory capacity.

Skills: Must possess good communication skills in giving instruction and in evaluating job performance of workers. Must possess considerable expertise in building maintenance and repair as well as structural safety standards. Must be able to perform arithmetic calculations involving fractions, decimals, and percentages. Must be able to compose original correspondence and follow technical manuals. Must be comfortable utilizing Microsoft Word.

Licenses: Must possess a First Class Building Engineer License, a City Journeyman License, and a State Mechanical Contractor License and a valid Oklahoma driver’s license; ASE Refrigerant and Recovery and Recycling certificate; and the ability to obtain an amateur radio license.

INTERNAL AND EXTERNAL WORKING RELATIONSHIPS:

  • Internal contact with all departments in determination of repair or maintenance requirements, and in coordinating record storage.
  • External contact with contractors in acquiring specialized services, and with vendors in obtaining supplies.

SUPERVISORY RESPONSIBILITY/ACCOUNTABILITY:

Direct Supervision – Building maintenance technicians, janitorial workers, and grounds personnel for all health department facilities.

Budget/Money/Material – Accountability for program budget of more than $500,000 annually.

Reports to – Associate Executive Director

PHYSICAL/MENTAL EFFORT:

  • Motor skills are required in the operation and repair of equipment and tools; and physical effort required in carrying equipment, machinery, tools, and furniture.
  • Must be able to solve practical problems encompassing a variety of variables with limited standardization, and able to define the nature of an equipment/structural problem based on limited information.

WORKING CONDITIONS:

Exposure to printing chemical vapors, noise, dust, and hazardous materials; and exposure to undesirable weather conditions.

SPECIAL REQUIREMENTS:

  • Must maintain THD record confidentiality according to HIPAA regulations.
  • Must be willing and able to perform job-related travel.
