Job Description

AECOM/Federal Construction is seeking to hire a Federal Preconstruction Director where the primary focus will be on estimating Federal construction projects along with RFP responses. This position will take primary responsibility on leading a team to accomplish the required estimating task. The position will require involvement in several projects simultaneously. The position may require travel both nationally and internationally as project opportunities present themselves.

+ Work in a team environment to perform and/or coordinate quantity survey efforts to produce detailed cost estimates.

+ Prepare and distribute document packages to engage subcontractors, suppliers, and vendors to solicit reliable pricing information.

+ Review subcontractor, supplier, and vendor pricing information for compliance with the scope and proposal requirements.

+ Develop and continually maintain subcontractor, supplier, and vendor relationships for trade bidding

+ Prepare detailed cost estimates by analyzing plans and specifications and performing quantity take-offs for select trades.

+ Utilize historical cost information and organize as required for application to the various project types.

+ Develop cost estimate prototypes for comparison of various projects within the specific project subcategories.

+ Work with marketing resources to develop standardized and professional cost estimate packages.

+ Work with scheduling resources to ensure that the costs estimates are reflective of the project schedule requirements.

+ Coordinate with the operations and project-based personnel in the performance of all tasks.

+ Be able to conduct and manage project team and/or design team meetings as necessary for specific projects.

+ Develop and maintain relationships with multiple design, engineering, and consulting firms.

+ Continual review of recently completed project data and incorporation of the data into the historical cost database.

+ Develop and prepare initial estimates with minimal subcontractor assistance using limited preliminary documents/information.

+ Develop subcontract interest in projects and manage the subcontractor RFP process.

+ Qualify and level subcontractors' proposals according to project specifics.

+ Itemize trade specific scopes and prepare bid packages.

+ Interact with clients, architects, engineers, and Local Jurisdictions to understand and incorporate project objectives, schedules, permits, costs, etc.

+ Review, quantify and price cost savings/value engineering opportunities

+ Must be able to work well under constant pressure of deadlines and prioritize tasks to meet schedules.

+ Continually work to develop innovative solutions for the various project requirements.

+ Utilize enterprise-based solution software applications for delivery of services.

+ Participate in all training required for enterprise-based software required to perform position specific tasks.

+ Ability to utilize and maintain estimating software for takeoffs, pricing, and bid invitations such as OnScreen Takeoff, Sage Timberline, MS SharePoint and Building Connected.

+ Proficiency in Microsoft Office and Bluebeam software.

+ Participate either as an individual or as part of a team in presentations related to the pursuits.

Qualifications

Minimum Requirements

+ BA/BS construction, management, engineering or architecture or related technical field/trade experience and 12 years of relevant experience in construction in the federal sector or demonstrated equivalency of experience and/or education, including 4 years of leadership.

+ Demonstrated experience in a full-time, solely dedicated construction estimating or estimating manager position.

+ Prior experience and proficiency in pre-construction conceptual and hard bid estimating to include quantity take- offs, project procurement, bid preparation, and familiarization with standard construction details and drawings.

+ Due to the nature of this position, the ability to obtain a secret clearance is required.

+ Valid Driver’s License to operate an AECOM provided motor vehicle on construction project site(s) to support project tasks assignments and scope of work. For positions with driving responsibilities, Motor Vehicle Records are reviewed as part of AECOM’s background check process to ensure compliance with the Company’s driving standards.

Preferred Qualifications

+ Construction experience with clients such as USACE, NAVFAC, AFCEC, DHS, and DOS/OBO.

+ Experienced in estimating all CSI (Construction Specifications Institute) divisions.

+ Competent in knowledge and application in matters regarding construction cost estimating and design management.

+ Able to work autonomously and independently with drive and passion to deliver effective, efficient, and on-time results with little to no supervision.

+ Able to confidently speak before large groups of people in an articulate and professional manner.

+ Earns and maintains trust by demonstrating honesty, accountability, and reliability.

Additional Information :
+ This position does not include sponsorship for United States work authorization, now or in the future.

+ The position will provide relocation benefits (per diem).

+ This position will require a 55-12 background check; performed by the client.

+ Due to the nature of this project, United States Citizenship is required.

+ Must possess the ability to operate a motor vehicle on construction project site(s) to support project and safety task assignments and scope of work.

+ Successful candidate must be ready and willing to deploy to AECOM Federal CONUS/OCONUS projects.
