Job Summary: This position is responsible for organizing, directing, and implementing a comprehensive program of fleet services including acquisition, utilization, repair, maintenance, replacement, and disposal.
Major Duties:
- Supervises the activities of fleet maintenance department; assigns schedules and work duties; conducts performance evaluations; recommends disciplinary actions; checks and reviews work upon completion.
- Developing, implementing and managing the City's fleet of automotive and heavy equipment vehicles and the general operation/effectiveness of the fleet division;
- Prepare and manage fleet budget.
- Work interdepartmentally to ensure daily equipment needs are met.
- Supervise and train employees as necessary.
- Ensure safety procedures are always followed.
- Develops, implements, supervises, and maintain preventative maintenance and repair programs for all equipment.
- Evaluates vehicle and equipment needs; prepare purchase specifications to meet user needs and participate in selection of vehicles and equipment.
- Evaluates fleet condition on an ongoing basis; make recommendations on fleet size and composition and establish replacement criteria.
- Assist technicians with difficult repairs.
- Supervise and control inventory management activities for parts inventories.
- Respond to employees with all fleet matters to include vehicle accidents and reporting of.
- Providing reports to management on budgeting, schedules, maintenance and fleet progress.
- Perform related duties as required.
Knowledge Required by the Position:
- Knowledge of the operating and maintenance principles of gasoline, diesel and alternative fuel powered vehicles and equipment.
- Knowledge of fleet management, vehicle maintenance and inventory control.
- Knowledge of automotive and heavy equipment specification writing, maintenance standards and disposal practices.
- Considerable knowledge and ability to operate and maintain a variety of small engine equipment.
- Knowledge of Federal, State and local regulations and standards, and of City and departmental policies and procedures.
- Thorough knowledge of the occupational hazards and safety standards and practices applicable to the work being supervised.
- Knowledge in the use and care of tools, equipment, and materials of the mechanical trade.
- Ability to diagnose mechanical, electrical, and electronic failures.
- Ability to communicate clearly and concisely to users of various levels of sophistication.
- Ability to communicate orally and in writing.
- Ability to supervise others including schedule, organize, coordinate, train, and discipline.
- Ability to establish and maintain effective working relationships with management, employees and the general public.
- Ability to prepare and maintain various records, reports and inventory schedules.
Supervisory Controls: The Public Works Director assigns work in terms of somewhat general instructions.
Guidelines: Guidelines include departmental and safety policies and procedures, and supervisory instructions. These guidelines are clear and specific, but may require some interpretation in application.
Complexity: This position consists of a variety of tasks, including, day-to-day operations, planning and supervision of crew. The need to project long-range revenues and expenses contributes to the complexity of the work.
Scope and Effect: This position is responsible for the overall operation, quality, efficiency, and effectiveness of the fleet division.
Personal Contacts: The Fleet Manager has significant daily contact with crew members, other City staff and vendors/ manufacturers.
Purpose of Contacts: Contacts are for the purpose of supervision, information sharing, work coordination, and conflict resolution. Contacts are to respond to service related questions or complaints, and to determine program effectiveness and assess new policies, programs and procedures needs.
Physical Demands: The work is typically performed with the employee intermittently sitting, standing, walking, bending, crouching or stooping. The employee must frequently lift light and heavy objects, and use tools or equipment requiring a high degree of dexterity.
Work Environment: Most maintenance work is completed in a shop or inside or outside a City facility; on occasion, equipment repairs are made in the field which may involve hazardous conditions. The work involves considerable physical activity with exposure to safety hazards normally associated with general vehicle and equipment repair.
Supervisory and Management Responsibility: This position is responsible for supervising fleet employees.
Minimum Qualifications:
High school diploma or equivalent; Three (3) or more years of progressively responsible shop experience; Certified Master ASE Technician required, the ability to acquire one within one (1) year of hire; or equivalent combination of education and experience.
