Salary Range: $51,118.00 – $73,645.00
SUMMARY
This position is under general supervision and reports to the Deputy GM. This position has no one to supervise. The primary responsibilities of the GIS Analyst will be to provide administrative and technical assistance in GIS, provide information of an interpretive or procedural nature, handle contact and provide assistance to customers or developers regarding GIS needs, help map new connections as well as assist in mapping new development construction, and help assist in drawing easements into the GIS system. Considerable tact and persuasion are required when interacting with customers and developers. The GIS Analyst position will cover a broad area of responsibilities. The ability to work independently to accomplish deadlines regularly is essential to success.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Mapping using ArcView (ESRI);
- Provide general mapping information to the District and public
- Provide general information to the public, customers, and developers regarding JCSUD;
- Answer customer or developer questions regarding GIS information;
- Help review proposed plats from County/City;
- Assist in easements research as needed,
- Easement input into the GIS system
- Assist with plat research;
- Help review and process monthly plan reviews;
- Operate office equipment including copy machine, calculator, computer, phones, facsimile machine, and all other office equipment;
- Direct individuals to various locations including other governmental agencies, geographical locations, or areas within the building/complex;
- Assist others within the department as necessary and as determined by Supervisor;
- Demonstrate continuous effort to improve the GIS system, streamline work processes, and work cooperatively and jointly to provide quality and seamless customer service;
- Other essential or marginal functions as determined by Supervisor;
EDUCATION AND EXPERIENCE
- Three years of experience in Esri Products (ArcGIS Desktop)
- Knowledge of ArcGIS Pro
- One year of experience in a customer service atmosphere, performing varied office/clerical tasks and data entry.
- Knowledge of property deeds and easements.
- Knowledge of Water and Wastewater Infrastructure is a plus.
- The ability to read and interpret as-built plans is a plus
- High School Diploma or GED equivalent
SKILLS
- GIS (ArcGIS Desktop)
- Enter data/payments into a terminal, PC, or other keyboard devices.
- Perform arithmetical calculations.
- Water and Sewer infrastructure knowledge.

- Assist with special projects by helping obtain easements in the field.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from Department Heads, clients, customers, and the general public.
MATHEMATICAL SKILLS
Knowledge of basic mathematical functions. Ability to work with mathematical concepts such as probability and statistical inference and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY
Ability to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
