This position is located in the Finance Department and is responsible for researching and applying for grants meeting the goals and objectives set by the County Commission; tracking, reporting and compliance requirements to private, State and Federal granting agencies for grants received by the County; drafting, establishing and enforcement of County Grant policies and procedures; training and assistance to County departments on grant policies and procedures and the application processes. Position is responsible for the oversight and coordination of current and future grant applications. Assists with the preparation, review and audit by external auditors of the Schedule of Expenditures of Federal Awards (SEFA) and submits to the Federal Audit Clearinghouse. The position is responsible for financial and programmatic activities associated with grants received by the County. Provide increased and effective communications with other County departments regarding grant activities, compliance and regulations set forth by private, State and Federal agencies. This position reports to the Chief Financial Officer and the Grants Accountant.

Each duty listed below makes up at least 20% of the job, and all other functions are included in Other Duties as Assigned. All duties below are essential functions unless otherwise indicated.

GRANT COORDINATION AND REPORTING

  • Performs research and prepares applications for grants with emphasis on grants that meet the goals and objectives set by the County Commissioners.
  • Prepares budgetary requests, resolutions and documentation for grants; and develops and reviews Memorandum of Understandings (MOU) and subcontracts for sub-recipients.
  • Reviews and recommends payment of claims, and prepares invoices to maintain tracking of activities associated with grants including those administered by other departments.
  • Assists with the preparation of the Schedule of Expenditures of Federal Awards (SEFA) and provides information and adheres to Uniform Guidance, presents to the Chief Financial Officer for review and works with the internal and external auditor on SEFA portion of the annual audit.
  • Compiles information for preparing indirect costs, monthly, quarterly and yearly reports as required by granting agencies; and reviews monthly, quarterly and yearly reports including indirect costs allocations prepared by other County staff.
  • Prepares, receives and reviews programmatic reports on activities associated with grants and submits to granting agency for all County grants.
  • Monitors sub-recipients as required by grants.

QUALIFICATIONS:

This position requires the capability of gaining knowledge of Federal and State grant requirements; interpretation of County fiscal policies and procedures; compliance with SEFA portion of annual audit report; understanding and interpretation of Federal and State reporting regulations; developing and implementing contracts with grantors, subrecipients, and vendors; knowledge of English grammar, spelling and punctuation. This position must be detail oriented and be competent in Word, Excel, and Outlook as well as financial accounting software. An understanding of various Federal, State and private reporting portals and data systems is desired. Position must have the ability to research grants through Federal, State and private sources; write clear and concise grant applications and reports; develop and present applicable grant training to County personnel and others as needed; communicate effectively both verbally and in writing; have high problem solving skills and be comfortable to be self initiating and self motivating of tasks.

EDUCATION & EXPERIENCE:

The required knowledge, skills, and abilities are typically acquired through a combination of education and experience equivalent to a Bachelor’s Degree in accounting, finance, business or related field, three (3) years of experience with accounting or grants and preferred experience in tracking Federal, State and private grants and an understanding of SEFA requirements.

The medical health benefits premium is covered for full-time employees. The County contribution is pro-rated on hours paid for part-time employees. The employee pays the premium portion for dependent coverage. Family health benefits coverage is $205.00 per pay period.

Medical deductible is $400 for an individual and $1,000 for a family.
Paid Parental Leave (PPL)- In recognition of the importance of bonding and care of a newborn child or a child placed for adoption, Gallatin County provides 240 hours of PPL to eligible full-time employees. The hours are pro-rated for part-time employees.
