Summary

Under the general supervision of the Manager, this position will assist in the supervision of an assigned team of HCV staff, ensuring that MPHA meets the HUD requirements and local regulations when assisting participants and owners. Establishes methods to ensure the HCV Program is proactively aligning and preparing for prospective HUD changes and creating procedures to track and monitor program compliance to HUD and MPHA standards. Responsible to form relationships through collaboration with other housing authorities and community partners and will assist with the implementation of HCV’s business development initiatives involving other MPHA departments. Will provide assistance in all areas to the respective HCV Manager and assumes full responsibility for the department in the absence of the Manager. Upholds the mission, vision, and values of HCV and MPHA.

This Assistant Manager will report to the Manager of HCV - Partner Engagement and have a primary focus on overseeing MPHA’s administration of Stable Homes Stable Schools (SHSS) program and the associated staff. SHSS is a partnership with the City of Minneapolis, the Minneapolis Public Housing Authority (MPHA), Hennepin County Health and Human Services, the YMCA of the Greater Twin Cities, and Minneapolis Public Schools. The initiative supports 18 schools with the highest rates of homelessness and provides access to ongoing rental assistance or one-time emergency assistance and wrap around services. Families who are currently homeless, as defined by the education subtitle of the McKinney-Vento Act, receive up to 3 years of rental assistance and support designed to move the family toward self-sufficiency and school success. Families who are facing eviction, or at risk of becoming homeless, receive one-time emergency funds and wrap-around support as needed.

The Assistant Manager of HCV will lead MPHA’s efforts to continue its successful operation and to adapt and grow as we use our experience and research to measure the program’s outcomes.

Essential Duties and Responsibilities

  • Provides direction to staff by establishing, communicating, monitoring, and evaluating department goals and position performance standards. Develops, implements, and maintains adequate monitoring and reporting systems to ensure competence, quality, and timeliness of program work.
  • Identifies and develops tracking and monitoring systems to support and analyze accurate forecasting and calculations of the HCV Programs voucher utilization to ensure utilization rate at or above the level identified by the Director.
  • Analyzes and applies HUD’s Code of Federal Regulations and Public and Indian Housing notices ensuring that staff, families, and owners understand and comply with the rules; that the interests of program participants are served; and that the Authority is protected.
  • Participates in the development and implementation of department policies, procedures, work processes, forms, and checklists, including revisions to the HCV Operating Procedures, Owner Manuals, and Participant Handbook, train staff on changes and monitor implementation.
  • Assists staff and works with the Legal staff to conduct investigations and hearings on owner and participant program violations, including fraud and criminal behavior.
  • Responds to escalating participant, owner, and neighborhood concerns, complaints, and issues.
  • Assists in analysis of program effectiveness and identifying problems and opportunities. Establishes improvement targets and quantifies results.
  • Leads by example and supports all management in contributing to and strengthening the organizational culture which includes thoughtful consideration of all aspects of diversity, equity, and inclusion.
  • Participates in event opportunities that build connections and relationships in the community, public, and other MPHA departments.
  • Assist the Managers with special assignments based on the agency’s support needs.

Required Experience:


Education and/or Experience

Bachelor’s degree in business or public administration with three (3) years of increasingly responsible experience involving project management; or a minimum of five (5) years of relevant job-related experiences (i.e., program analysis, performance measurements, audit procedures and forecasting methods.) At least two (2) years of prior supervisory experience is highly desirable. Previous experience performing detailed data analysis, and training and experience with quality improvement methodologies. Must have a proven record of excellent oral and written communication skills. Demonstrated high proficiency with MS Excel, PowerPoint, and Office product tools. Experience in working with ISSI or other Public Housing/Section 8 Software preferred. Knowledge of and working experience in Section 8 Programs desired. Must have, or be able to possess within one year, a Section 8 Voucher Management Certificate

Technical Skills

To perform this job successfully, the employee should have strong computer skills (MS Word, Excel, and Outlook). Must have the ability to learn other computer software programs as required by assigned tasks.
