Since opening its doors in 1965, Tacoma Community College has provided a high-quality, affordable education to more than 500,000 people. Serving Tacoma, Gig Harbor, the Key Peninsula, online students and the women’s prisons, TCC educates about 11,000 students annually. Many TCC students are the first in their families to attend college, 58 percent receive financial aid, 13 percent have children, 42 percent are students of color, and 48 percent work while attending school. TCC has multiple campuses: the main campus is in Tacoma, another is in Gig Harbor, and two additional sites are maintained at the Washington Corrections Centers for Women.
Position Summary
The HR Consultant is a mid-level human resources advisor who independently performs professional-level human resource assignments, primarily focusing on benefits, entitlements, and Reasonable Accommodations. This position supports the benefits function, processes entitlements including interpretation of regulations and proposing methods, and procedures; manages leaves of absence, including Family and Medical Leave, Leave Without Pay (LWOP), Shared Leave, and Workers Compensation/L&I; and works closely with other Human Resources staff and supervisors and managers on employee relations and performance management, corrective and disciplinary, leave of absence, return to work, reasonable accommodation, and retirement issues.
Independently provide the human resources support services for employees in areas such as benefits, retirement, various types of leave, entitlement related compensation, and reasonable accommodation.
Administer FMLA; advise employees on FMLA, Shared Leave, PFML, and other leave policies and procedures.- Advise employees on Workers Compensation eligibility and return to work policies and procedures.
- Work with L&I case managers in resolving claims; working with supervisor regarding any legal matters.
- Act as liaison to L&I vocational rehabilitation counselors and employees on return-to-work options.
- Review Shared Leave requests and supporting documentation, and provide recommendation of approval or denial to supervisor
- Work with departments to resolve leave and benefits-related questions
Provide direct support to HR department staff in the following:
- Participate in the development and implementation of a comprehensive orientation and onboarding process for new employees.
- Present new employee orientations and required trainings to new employees
- Present ongoing training to supervisors and employees as needed
Provide direct support to the Benefits Coordinator and HR department staff in the following:
- Plan, review, recommend, develop & implement policies and procedures for such programs as the Voluntary Employee Benefits Association (VEBA), COBRA, life Insurance, childcare programs, childcare tax exemptions, and cafeteria benefits programs, and assist with wellness programs.
- Interpret rules and regulations; provide information related to leave; consult and advice managers and employees in regards to the use of leave, benefits, and entitlements.
- Provide accurate advice to employees on a variety of human resources and benefits issues within the bounds of law, policy, and procedures.
- Assist employees with benefits enrollment changes by determining eligibility for qualifying events and providing guidance on the enrollment change process.
- Serve as a contact for interpretation and application of rules.
- May provide current employees of changes in benefit offerings and options such as open enrollment, including providing benefits training for all staff.
- May provide new employees on the benefits package, including health, disability, life insurance, and retirement plan options.
- Monitor health and retirement eligibility for adjunct faculty and notify employees quarterly of eligibility status changes
- Understand and ensure accuracy of reporting in various statewide databases such as Department of Information Systems, Department of Retirement Systems, Web-based Employer Transmittal, and VEBA membership enrollment.
- Ensure procedural compliance, accuracy, and meeting of deadlines.
- Collaborate successfully with all work groups (administrative staff, classified staff, and faculty).
- Support supervisors in the tracking, and completion of annual evaluations.
- Professionally represent the College to business and community organizations.
- Performs other related duties as required.
- Bachelor's degree from accredited college or university.
- Two years of broad-based professional human resource experience, which includes human resources functions such as classification, compensation, benefits, and recruitment.
- Or - equivalent education/experience.
- Experience with benefits and leave administration.
- Experience with Microsoft Office Suite, Access, Excel, PowerPoint, Word, Outlook.
Preferred Qualifications
- Current knowledge of state and federal employment laws, and various interpretations and application of the laws.
- Experience interpreting employment contracts and working in a collective bargaining environment.
- Ability to convey complex information in an understandable way to a variety of audiences in individual, small group and large group settings.
- Demonstrated ability to incorporate and use technology in providing human resources and benefits services to staff.

Terms of Employment:
This is a full-time, overtime-eligible classified position scheduled to work Monday through Friday, from 8:00 am to 5:00 pm. Summer schedule may vary to four 10-hour days. Flexibility in scheduling is required to meet department needs. The salary range is $4,216.00 — $5,535.00 per month. Tacoma Community College offers a generous benefits package to include: life, health, dental, and long-term disability insurance, state retirement, vacation leave, sick leave, and holiday pay. This is a non-represented classified position governed by Civil Service rules. Degrees must be from accredited colleges or universities recognized by the U.S. Department of Education and verified by the National Student Clearinghouse. International degrees will be verified for U.S. equivalency.
