  • TA CANDIDATES MUST BE PERMANENT CIVIL SERVICE ASSOCIATE TRANSIT MANAGEMENT. ANALYST, ASSISTANT TRANSIT MANAGEMENT I & II ANALYST, ASSOCIATE STAFF ANALYST, STAFF ANALYST I & II IN ORDER TO BE CONSIDERED OR BE IN AN ESTABLISHED LIST OR HAVE PASSED A CORRESPONDING EXAMINATION.

Responsibilities:

This position is responsible for handling all employment related activities for candidates being considered for an appointment or promotion which may include coordinating hiring pools, reviewing pre-employment documentation to ensure eligibility for employment in compliance with all Federal, State, City, Transit rules, regulations, policies and procedures, interviewing and processing candidates. The incumbent will work collaboratively with New York City Department of Citywide Administrative services (DCAS), other City Agencies and internal departments on civil service transactions and personnel actions; and manage civil service lists to ensure compliance with all applicable civil service law and personnel rules and regulations. The incumbent will also conduct analyses of eligible lists of candidates and prepare reports and evaluations as appropriate, to assist hiring departments in making their hiring decisions and recommendations; track and monitor departmental authorized hiring approvals to ensure vacancies are filled in accordance with established quarterly hiring plan; and facilitates the resolution of concerns and issues among the operating departments and the relevant Human Resources subdivisions.

Education and Experience:

Associate Staff Analyst:
1. A master’s degree from an accredited college in economics, finance, accounting,
business or public administration, human resources management, management
science, operations research, organizational behavior, industrial psychology,
statistics, personnel administration, labor relations, psychology, sociology,
human resources development, political science, urban studies or a Juris Doctor
degree from an accredited law school, and one year of satisfactory full‐time
professional experience in one or a combination of the following: working with the
budget of a large public or private concern in budget administration, accounting, economic
or financial administration, or fiscal or economic research; in management or methods analysis,
operations research, organizational research or program evaluation; in personnel or public
administration, recruitment, position classification, personnel relations, labor
relations, employee benefits, staff development, employment program
planning/administration, labor market research, economic planning, social
services program planning/evaluation, or fiscal management, or in a related
area; or

2. A baccalaureate degree from an accredited college and three years of
satisfactory full‐time professional experience in the areas described in ʺ1ʺ
above.

Associate Transit Management Analyst:
1. A master's degree from an accredited college in business administration, public
administration, public policy, engineering, engineering technology, economics,
architecture, mathematics, physics, computer science, finance, accounting,
transportation planning, industrial psychology, urban planning/studies, human
resources management, labor relations, operations research, security
management or in a related area, and two years of full-time satisfactory
professional experience in the collection, evaluation and use of data relating to
operational procedures, administrative systems, equipment and space
utilization, and staffing requirements, including the preparation of charts,
graphs, drawings and technical reports. One year of experience must have been
in the transportation industry; or

2. A baccalaureate degree from an accredited college in one of the areas listed in "1"
above; and three years of full-time satisfactory experience as described in "1"
above. One year of this experience must have been in the transportation
industry.

Assistant Transit Management Analyst:
1. A master's degree from an accredited college in business administration, public
administration, public policy, engineering, engineering technology, economics,
architecture, mathematics, physics, computer science, finance, accounting,
transportation planning, industrial psychology, urban planning/studies, human
resources management, labor relations, operations research, security
management or in a related area, and one year of satisfactory full-time
professional experience in the collection, evaluation and use of data relating to
operational procedures, administrative systems, equipment and space
utilization, and staffing requirements, including the preparation of charts,
graphs, drawings and technical reports; or
2. A baccalaureate degree from an accredited college in one of the areas listed in "1"
above; and two years of satisfactory full-time professional experience as
described in "1" above.

Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after
meeting the minimum requirements, one additional year of professional experience as
described in ʺ2ʺ above.

Staff Analyst I-II:
1. A master’s degree from an accredited college in economics, finance, accounting,
business or public administration, human resources management, management
science, operations research, organizational behavior, industrial psychology,
statistics, personnel administration, labor relations, psychology, sociology,
human resources development, political science, urban studies or a Juris Doctor
degree from an accredited law school; or

2. A baccalaureate degree from an accredited college and two years of satisfactory
full‐time professional experience working in one or a combination of the
following areas: working with the budget of a large public or private concern
in budget administration, accounting, economic or financial administration, or
fiscal or economic research; in management or methods analysis, operations
research, organizational research or program evaluation; in personnel or public
administration, recruitment, position classification, personnel relations, labor

Desired Skills:
  • Strong computer skills with working knowledge of Word, Excel, Access and PowerPoint.
  • Knowledge of Civil Service Rules and Regulations.
  • Knowledge of NYCT processes and procedures.
  • Knowledge of PeopleSoft.
  • Excellent written, verbal communications and interpersonal skills.
