HR Specialist - Recruitment & Substitute Services (Grant Funded)
Job description
ROLE AND PURPOSE: To support the human resources function of the district through recruitment of qualified candidates. This position will also support the larger staffing function to include substitute services, participation in external recruiting events, utilization of candidate selection instruments, candidate sourcing through electronic databases, posting of positions, and other administrative support as required.
Note: This is an ESSER funded position, which will conclude in June 2024.
QUALIFICATIONS:
- Bachelor's degree, required.
- Four years of experience in the staffing function of Human Resources may be substituted for a bachelor's degree.
- Minimum five (5) years of progressively responsible experience in human resources management or staffing/recruiting required without a bachelor's degree.
- One additional year of Human Resources management or staffing experience required in addition to Bachelor's Degree.
- Public school district HR experience, preferred.
- Experience in employment selection techniques and practices.
- Previous experience working with applicant tracking systems and databases to source candidates.
SPECIAL KNOWLEDGE & SKILLS:
- Knowledge of workforce management practices.
- Knowledge of employment law as it pertains to workforce management.
- Strong interpersonal skills, communication skills and problem resolution skills (both written and verbally).
- Knowledgeable in support and duties required to participate in external recruiting fairs.
- High proficiency in use of Word, PowerPoint, Excel and Google applications to manage data and reporting requirements.
- Ability to prioritize tasks without directions.
- Strong organizational skills.
- Ability to work with a team to create effective strategies and meet team goals.
- Considerable knowledge of the details involved in creation of an employment offer.
MAJOR RESPONSIBILITIES AND DUTIES:
Employee Relations & Development:
- Investigate, refer, or address employee relations issues with individual substitutes and temporaries as appropriate and as directed.
- Continually foster and develop recruitment related contacts for candidate sourcing including teacher preparation programs, universities and other recruiting resource organizations.
- Act as intermediary for Substitute Services with campus and department administration.
- Organize substitute/temporary employee new hire orientation and assimilation events.
- Work with Coordinator to identify training needs as it relates to recruitment, sourcing and substitutes and make the necessary arrangements for that training to be delivered.
- Regularly communicate with the substitute population on campus news, training opportunities, policies/procedures, etc.
Recruitment & Onboarding:
- Identify recruiting needs based on demand to satisfy specific district requirements.
- Track candidates throughout the hiring process to ensure cycle time of hire is kept to a minimum.
- Use consistent methodology to develop and extend offers including necessary incentive for applicant acceptance, internal equity considerations and appropriate market based salary range placement dependent upon experience.
- Communicate effectively throughout the process with all stakeholders including hiring manager, internal HR management, peers and applicant.
- Ensure all necessary processes have been completed prior to offer extension including employment verifications, educational verifications, professional references, etc.
- Enter postings as directed into both internal and external databases for candidate attraction.
- Attend job fairs as directed to support candidate sourcing activities.
- Screen candidates as directed for available positions.
- Work with third party agencies as directed for candidate development.
- Respond to questions regarding the application and hiring process via phone, email and/or in person.
- Prepare reports and perform other related administrative duties as required and/or needed.
