HR Specialist (Recruitment/HRMS/Onboarding)
Classification Title: Trainee Underfill, C21
Location: 400 S. Fort Harrison Avenue
The Human Resources Workforce Strategy team is comprised of recruitment, onboard, and operations (HRMS systems) management. This position is primarily responsible for performing technical and administrative tasks supporting recruitment, onboarding, and HRMS. The individual to fill this role will be expected to provide exceptional customer service and support to human resources management system (HRMS) and applicant Tracking system end users across Pinellas County. Workforce Strategy is positioning itself as a service focused team that looks for innovative ways to provide above and beyond service to our customers.
Essential Functions:
- Receives and performs data processing training and development to include the review, validation, entry, and processing of new hires, promotions, demotions, transfers, organizational changes, costing changes, salary adjustments, and all related HRMS changes.
- Document processes and maintain standard operating procedures for day-to-day work.
- Receives and performs training and development in recruitment.
- Responds to applicant inquiries regarding application status, veteran’s preference, and related questions. Will reset applicant system passwords and assist with the application process as needed.
- Validates the recruitment and new hires trackers to ensure data is accurate and current. Run canned reports from the HRMS and applicant tracking system to ensure validity.
- Provides superior customer service and support to end users and business process owners for the applicant tracking system, HRMS, and onboarding.
- Assists onboarding with appointments, filing, I9 and FRS verifications, awarding veteran’s preference, badging, interview scheduling, and all administrative functions involved in onboarding new hires.
- Participates on the HUNT group as a member of the HR phone tree.
- Supports team initiatives through project participation and innovative solutions to improve and develop processes.
- May assist recruiters with career fair coordination and attendance.
- Validates and awards incentives based on the guidelines of the employee referral programs.
- Provides information from the applicant tracking system and HRMS in response to public records requests and subpoenas as requested by the Public Records Request Coordinator.
- Engages in cross-functional efforts across COEs to support the initiatives and goals of HR.
- Other duties as assigned to support the mission of the Workforce Strategy team and Human Resources.
Knowledge, Skills and Abilities:
- Knowledge of the principles and procedures of public sector human resources administration;
- Knowledge of principles, practices, and techniques relevant to recruiting qualified, employment applicants;
- Knowledge of publication principles and methods including desktop and web publishing. • Skill in the use of publishing software;
- Skill in the use of a personal computer including word processing, spreadsheet and database applications.
- Ability to perform technical computations and statistical tabulations, and prepare reports based upon the findings;
- Ability to interact with community resource organizations;
- Ability to write and prepare documents for distribution including design and layout;
- Ability to express oneself clearly and concisely, orally and in writing;
- Ability to analyze facts, prepare reports, and maintain filing systems;
- Ability to deliver accurate and understandable information in response to inquiries and complaints;
- Ability to establish and maintain effective working relationships with customers, superiors, fellow employees, and others.
Qualifications:
Associate’s degree in Human Resources, public or business administration, finance, or directly related field and three (3) years of highly technical and professional human resources or personnel administration experience; or Bachelor’s degree in human resources, personnel administration, business, public administration, or a related field and one (1) years of highly technical and professional experience in human resources or personnel administration; or five (5) years of highly technical and professional human resources or personnel administration experience applications or; an equivalent combination of education, training and/or experience.
Physical/Mental Demands:
- The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Additionally, the following physical abilities are required:
- Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
- Grasping: Applying pressure to an object with the fingers and palm.
- Handling: Picking, holding, or otherwise working, primarily with the whole hand.
- Visual ability: Sufficient to effectively operate office equipment including copier, computer, etc.; and to read and write reports, correspondence, instructions, etc.
- Hearing ability: Sufficient to hold a conversation with other individuals both in person and over a telephone; and to hear recording on transcription device.
- Speaking ability: Sufficient to communicate effectively with other individuals in person and over a telephone.
- Mental acuity: Ability to make rational decisions through sound logic and deductive processes.
- Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
- Repetitive motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
- Standing: Particularly for sustained periods of time.
- Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
