What you will be doing:
As IT Project Management Team Manager, you will be responsible for supervising, coaching, and mentoring the ETS project managers in order to help with developing goals and objectives, setting priorities, and ensuring that standardized methods and procedures are developed. You will ensure a variety of tasks and projects are created, maintained, executed, and revised utilizing Agile-SCRUM methodology. In addition, you will ensure staff resources are identified and requested as appropriate from resource managers, that each project’s scope, schedule, and budget are managed, and each project identifies, tracks, and ensures resolution of issues and risks.

Duties

So me of the duties include:

  • Managing workloads, supervising staff, and providing leadership, direction, and mentorship to ETS project managers in the project management discipline
  • Strategically assigning workload to staff based on business priorities and ensure resources are appropriately utilized
  • Ensuring assigned work and/or projects are completed on time following established procedures to ensure business priorities are met
  • Collecting and analyzing workload data to improve operational efficiency and capacity
  • Addressing performance issues in a timely manner, ensuring all required documentation is completed
  • Supporting the professional development of the ETS project managers by providing coaching, mentoring, and training within budget
  • Implementing and providing coaching and mentoring related to project management processes and policies, based on industry best practices
  • Working with department leaders to define projects based on the established business priorities from the ETS governance process
  • Ensuring that project milestones/goals are met and adhere to approved budgets
  • Ensuring appropriate quality assurance and risk management processes and policies for project management are in place and operating effectively
  • Supervising, coaching, and mentoring the ETS project managers in order to help with developing goals and objectives, setting priorities, and ensuring that standardized methods and procedures are developed.
  • Ensure a variety of tasks and projects are created, maintained, executed, and revised utilizing Agile-SCRUM methodology
  • Develop and maintain collaborative and positive working relationships with project teams, managers, and business staff across business lines through effective communication with sponsors, stakeholders, customers, and team members
  • Facilitate ETS Roadmap development, business case development, and feasibility studies for new initiatives. Identifies business benefits desired, options to achieve them and associated costs/risks of each. Performs research and analysis to provide data to support recommendations.
  • Provide facilitation of meetings, workshops and planning sessions to build consensus, make decisions, and develop plans.

Qualifications

Bachelor’s Degree and minimum of 7 years of Project Management experience – additional qualifying professional experience may substitute for educational requirements.

  • Minimum of 7 years leading, and managing multiple, complex, and cross-functional projects in support and coordination to customers and IT project teams.
    Minimum of 7 years demonstrated experience in managing medium and large-scale IT projects that have enterprise strategic impact, external political dependencies, complex requirements and wide-ranging customers or industry impacts.
  • Minimum of 7 years demonstrated experience in excellent communication skills, including listening facilitation, written, verbal and presentation skills at all levels (may be concurrent).
  • Expert experience in results driven project management practices.
  • Demonstrated experience in clear concise documentation to support complex critical IT projects.
  • Expert level experience with the following project management methodologies (Agile, Agile-SCRUM, Waterfall).
  • Demonstrated experience with Change Management, Risk Management, Quality Management, and LEAN); Enterprise Applications Suites (Microsoft Project, One Pager, PowerPoint, Visio, Word, Excel, Outlook, SharePoint, Time Tracking, Enterprise Services Platform.
  • Demonstrated experience in the ability to negotiate and mediate differences within technology and development teams.
  • Demonstrated experience in advanced time management and analytical skills.
  • Demonstrated ability to apply evolving technologies to current and future business needs at the enterprise, operational and tactical levels.
  • Experience engaging and collaborating with various levels of stakeholders, customers, and other partners.
  • Experience in developing feasibility studies, decision packages, investment plans, and Requests for Proposal (RFP).
  • Experience managing contracts and vendors.
  • Experience building cohesive collaborative teams within complex, political environments.
  • Experience must include leading and managing teams, experience in risk management and quality management.
  • Experience with Enterprise Applications Suites (Microsoft Project, One Pager, PowerPoint, Visio, Word, Excel, Outlook, SharePoint, Time Tracking, Enterprise Services Platform.
  • Experience making critical decisions related to business technology needs. Knowledge of the principles, practices, and disciplines of systems analysis and system application development to include planning, analysis, design, development, testing, training, implementation, and post implementation support.
  • Experience working with cross - functional managers and teams and make decisions with broad agency impact.
  • Proven experience of embracing and initiating change. Can distinguish what to preserve and what to change. Has the courage to initiate and lead the changes that drive success.
  • Holds self and others accountable for measurable high-quality, timely and cost-effective results; determines objectives, sets priorities, and delegates work; accepts responsibility for mistakes; complies with established control systems and rules.
  • Performs work with energy and drive; values planning, but will take quick, decisive action when an opportunity presents itself.

Supervisory skills and experience:
  • At least 7 years of supervisory, mentoring, and/or coaching experience.
  • Strong leadership capability able to develop talent and capabilities, identifies and cultivates essential skills and attributes to maximize individual contribution and engagement.
  • Own communication on status, risks, change control on programs, and present to key decision makers and leaders.
  • Tactfully dispenses direct and actionable feedback; is open and direct with others without being intimidating; deals head-on with people problems and prickly situations.
  • Uses analysis, wisdom, experience, and logical methods to make good decisions and solve difficult problems with effective solutions; appropriately incorporates multiple inputs to establish shared ownership and effective action.
