Primary Purpose:

The Information Technology Security Administrator will be responsible for managing all
IT related security issues within Santa Fe County. The Information Security
Administrator selects and deploys technical controls to meet specific security requirements and defines processes and standards to ensure that security configurations are maintained.

Essential Job Functions:

  • Maintain and enhance a comprehensive information security program and technical controls including defining security policies, processes, and standards.
  • Develop strategies and plans to enforce security requirements and address identified risks.
  • Report residual risk, vulnerabilities, and other security exposures, including misuse of information assets and noncompliance.
  • Collaborate on critical IT projects to ensure that security issues are addressed throughout the project life cycle.
  • Research, evaluate, and recommend information security related hardware and software, including developing business cases for IT security investments.
  • Develop security processes and procedures, and supports service level agreements (SLAs) to ensure that security controls are managed and maintained.
  • Work with all IT staff members to strengthen the security posture of the Santa Fe

County IT systems including desktops, applications, network, and data.

  • Defend systems against unauthorized access, modification and/or destruction utilizing existing and future tools.
  • Conduct regular internal audits of security and compliance processes and documentation; update security policies and procedures accordingly.
  • Perform vulnerability testing, risk analyses and security assessments.
  • Evaluate and perform planning, testing, and implementation of software and hardware upgrades.
  • Assist IT staff in the resolution of reported security incidents.
  • Coordinate security plans with outside vendors and resolve findings from security assessments to ensure Santa Fe County system’s vulnerabilities are remediated.
  • Monitor network traffic for unusual activity.
  • Expand and update disaster recovery processes and procedures.
  • Provide security awareness training and best practices to other IT staff members, as well as other Santa Fe County staff.
  • Provide support, analysis, and reporting during and after a security incident such as breaches, intrusions, or theft.
  • Provide technical security advice.
  • Configure, support, and upgrade security tools such as firewalls, anti-virus software, patch management systems, etc.
  • Research, evaluate, design, test, recommend, and plan the implementation of new or updated information security technologies.
  • Research and assess new threats and security alerts, and recommend remediation actions.

Knowledge / Skills:

  • Strong understanding of information security access control concepts.
  • Experience in developing and administering on premise and cloud security policies and procedures.
  • Strong knowledge in a variety of network protocols and technologies such as

TCP/IP, DNS and DHCP, all 802.11 standards, all layers of OSI model, VPN, routing, switching, provisioning.

  • Excellent organizational, written, and personal communication skills.
  • Familiarity of standards and controls for PCI and SOX compliance.
  • Industry standard networking and/or security certifications preferred.
  • Strong understanding of firewall and web filtering technologies.
  • Must have strong project management and prioritization skills.
  • Candidates with certifications in IT security/forensics (e.g. GSEC, CCCA, CCNP,

SEC+, CYSA+, etc.) will be given additional consideration.

Minimum Qualifications:

  • Bachelor’s Degree in Computer Science, Management Information Systems, or other Information Technology related field, plus two (2) years relevant work experience in Systems Administration. Any combination of education from an accredited college or university in a related field and/or direct work experience totaling six (6) years may substitute for the required education and experience. A certificate in IT security/forensics (e.g.CISSP, CEH, CCFP, CCSP, HCISPP,

SSCP) or regulated compliance (e.g. PCIP, ASV, ISA, QSA) can be used to substitute one year of experience.

  • Must have direct experience conducting security assessments, developing and implementing security processes and procedures, and conducting internal and external security audits.

Working Conditions:

Work is performed primarily in an office setting. Work schedule may include evening, weekend, emergency call and call-back hours. Some travel may be required. Manual and finger dexterity required. Ability to lift 50 pounds. May be subject to exposure to electrical hazards, CRT’s and VDT’s. Sitting, walking, stooping, bending, and lifting required.

Conditions of Employment:

Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid criminal background screening. Selected candidate must possess and maintain a valid New Mexico Class D Driver’s License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties.
