Job Duties

Under the general direction of the Assistant Deputy Director (ADD) of the Department of Housing and Community Development’s (HCD) Division of State Financial Assistance, Program Design & Implementation (PDI) unit, the Housing and Community Development Specialist II (HCDS II) has the primary responsibility of performing work related to the mission of the department and division on behalf of the ADD. The HCDS II will be expected to have a high level of expertise in policy and program development to work in collaboration across the division, with intergovernmental groups and department executives to support the highest priorities, initiatives and policies that impact the division and department. The HCDS II will lead special projects to develop, analyze, and improve state housing programs.

  • Ability to think critically and develop, analyze, and recommend solutions or alternatives.
  • Ability to use MS Excel for basic data analysis and displays
  • Ability to create visually appealing presentations to explain complex policies, legislation, and financial concepts in a simple manner.
  • Excellent written communication skills and ability to pay attention to detail when reviewing work of others for clarity and accuracy.
  • Ability to take initiative; work independently; work under pressure to meet deadlines and easily adapt to changing priorities.
  • Ability to develop and maintain effective and cooperative working relationships across all levels of government.

Essential Functions

Identify, analyze, and interpret key housing policy issues that impact the operations of housing financing programs across the department; direct or carry out special projects per the direction of the ADD, advise the ADD regarding the most sensitive, critical, and/or confidential issues pertaining to existing or developing policy and/or activities affecting housing in California; recommend and obtain approvals from senior leadership to implement major strategies; direct the implementation of program tasks; propose changes, including internal and external policy, designated to improve the Division’s programs.

Develop, review and/or revise policy/issue memoranda, position papers, advisories; summarize policy decisions and identify impact of policy; develop and resolve issues/problems; develop plans of action, prepare recommendations for the ADD; assist on the most sensitive and/or confidential matters. Work with Communications to prepare talking points and PowerPoint presentations. Perform administrative duties related to policies and workload of the Assistant Deputy Directors Office, including review of documents for approval and providing recommendations regarding HCD policies and practices, and attend meetings on behalf of the Assistant Deputy Director.

Work in collaboration with intergovernmental groups and leaders across the state on issues related to housing including coordination and collaboration with state housing finance agencies including the Treasurer’s Office, California Housing Finance Agency and others; support the Department’s highest priorities which requires interaction with leaders of various organizations; present sensitive issues that involve a change in policy that may have a significant impact on programs, the public and/or affiliated groups participate in the development and implementation of HCD’s strategic initiatives. Assist in the management and coordination of special projects and other complex departmental matters.

Job Type: Full-time

Pay: $6,658.00 - $8,334.00 per month
