Technical Consultant
The Technical Consultant
is responsible for managing PPIL’s health center based labs as well as a variety of monthly audits, employee trainings, and various other risk and quality duties. This position reports to the Director of Risk, Quality Management & Patient Safety.
Essential Duties and Responsibilities
1. Serve as CLIA Technical Consultant and ensure technical and scientific oversight of the labs including, but not limited to the following:
i. In coordination with the Lab Director, select test methodology appropriate for the clinical use of the test results.
ii. Verify test procedures performed and establish the laboratory's test performance characteristics, including the precision and accuracy of each test and test system.
iii. Establish a quality control program for appropriately performed testing and establish the parameters for acceptable levels of analytic performance. Ensure that these levels are maintained throughout the entire testing process from the collection of the specimen, sample analysis, and test result reporting.
iv. Resolve technical problems and ensure that corrective actions are taken whenever test systems deviate from the laboratory's established performance specifications.
v. Ensure availability for consultation concerning test results and interpretation of those results as they relate to specific conditions.
vi. Ensure availability to spend time in the lab to supervise the technical performance of staff.
vii. Ensure that patient test results are not reported until corrective actions have been implemented and the test system is functioning properly.
viii. Create, implement and manage corrective action plans when deficiencies are noted.
2. Routinely evaluate the proficiency and/or competency of all testing personnel to ensure that test procedures are conducted in compliance with protocol. The process of staff competency evaluation must include, but is not limited to:
- Observing routine patient test performance, including patient preparation, specimen handling, processing, and testing
- Monitoring the recording and reporting of test results
- Reviewing intermediate test results or worksheets, quality control records, proficiency testing results, and preventive maintenance records
- Evaluating instrument maintenance and function checks;
- Assessing test performance through supervised testing of previously analyzed specimens, internal blind specimens, or external proficiency testing samples
- Assessing problem solving skills
- Providing initial training and evaluation of staff responsible for Rh and at least semiannually the first year and annually thereafter
- Tracking proficiency and competency testing performed by lab testing personnel
3. Manage and coordinate moderate complexity proficiency testing by securing proficiency testing supplies for all moderate complexity health centers annually and as needed, communicating deadlines with Health Center Managers prior to each testing event, confirming participation for each location and tracking results.
4. Create, implement and monitor corrective action plans for deficiencies noted during proficiency testing and CLIA audits, both internal and external.
5. Complete and manage required paperwork prior to each CLIA audit in coordination with the Regional Director of Clinical Services.
6. Assist the Medical Services Team with preparation for external CLIA audits and with preparation for Accreditation reviews.
7. Organize and maintain the CLIA folder on the shared drive (G drive).
8. Perform monthly audits of medical records and health centers, including logs, according to the audit schedule and compile and summarize findings. Plan and participate in corrective actions and preventive actions.
9. Manage and edit the Laboratory Manual annually or more frequently if required.
10. Provide ongoing RQM related in-service staff training, including but not limited to, new hire orientation and health center manager training as scheduled.
11. Participate in the RQM Committee, a multidisciplinary team focused on process improvements and tracking of measures in compliance with PPFA requirements.
12. Travel required throughout Affiliate’s service area approximately 40% of the time. Reliable transportation is required.
13. Maintain current and archived informational needs of RQM Program including the transfer of information from current to archived status.
14. Assure compliance with PPIL and PPFA policies and guidelines as well as state and federal regulations including OSHA, CLIA, IDPH, medical and pharmacy.
15. 16. Perform other duties as required.

Status: Full-time, exempt from the overtime provisions of wage and salary regulations.

Qualifications:
Bachelor’s degree in Chemical, Physical, Biological or Clinical Lab Science or Medical Technology and two years’ experience working in a moderate complexity lab required. Or a Master’s degree in Chemical, Physical, Biological or Clinical Lab Science or Medical Technology and one year experience working in a moderate complexity lab required. Practical experience with Electronic Health Records required.
Strong Word, Excel, and PowerPoint skills. Previous experience, either professional or volunteer, in a family planning/reproductive health setting is very helpful. An understanding and commitment to the operating goals of Planned Parenthood is essential.
A self-starter, with the ability to organize and maintain large amounts of diverse information. Strong interpersonal skills required, and a willingness to relate to many different types of people. Ability to maintain a flexible work schedule that may require evening and weekend hours. Travel between health centers is necessary; reliable transportation is a requirement.
This position requires interaction with staff at all levels in a fast-paced environment with a high level of professionalism and confidentiality, demonstrated ability to work effectively and meet deadlines in high-pressure situations, and good judgment. The Technical Consultant must bring a positive “can-do” attitude, be flexible, have attention to detail, have strong decision-making ability, and work well both independently and collaboratively as part of a team.
