SUMMARY

Reporting to the crew Foreperson in the Department of Assets and Infrastructure (A&I), Division of Roads and Bridges, this field crew position is responsible to perform maintenance duties in the safest manner, consistent with specifications, industry standards and as directed by superiors. The position works under the direction of the Foreperson, but can receive direction from the Roads and Bridges Superintendent and division Administrator. The Laborer II will serve as an assistant foreperson must be task oriented and have ability to track and report project details.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Performs roads and bridge maintenance in accordance with County SOP(s) and PennDOT requirements;
  • Assist Foreperson with preparation of essential equipment for daily work;
  • Relieves and takes place of Foreperson, as needed;
  • Work as a part of a team; abides by supervisor directives but can operate independently;
  • Operation of county vehicles including pickup and dump trucks, and large and small excavation equipment, and small tools and other small equipment;
  • Comply with safety requirements and conditions at work site, including but not limited to using advanced warning signage, Personal Protective Equipment (PPE), and other safety equipment;
  • Maintain and service equipment, as directed;
  • Prepares and submit daily field reports and logs electronically;
  • Operate snow removal equipment including salting, truck mounted snow plows, and de-icing tools;
  • Completion, with direction and input, of basic carpentry and masonry work;
  • Investigation of routine issues raised by various constituencies;
  • Represent Montgomery County at construction sites and meetings with consistent professional manner;
  • Participation in on-call services for emergencies after hours and weekends;
  • Other duties as assigned.

QUALIFICATION REQUIREMENTS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required.

  • 10yrs construction / structural Road & Bridge experience required;
  • High School Diploma required;
  • Valid Pennsylvania Driver’s License required;
  • Must be able to obtain Class A or B CDL license within one year;
  • Supervisory skills preferred;
  • Computer skills are essential so remote reporting can be available in real time;
  • Excellent verbal and written Communication skills;
  • Knowledge of County own Roads & Bridges is a plus;
  • Knowledge of PennDOT Construction & Maintenance Procedures preferred;
  • Must participate in and complete training sessions and programs assigned by Foreperson;
  • Ability to read architectural/ design plans preferred

PHYSICAL DEMANDS

Working on roadways and bridges has some dangerous work requirements to be performed and health and safety is paramount. While performing the duties of this job, the employee is regularly required to stand; walk; sit; talk and hear. The employee frequently is required to smell. The employee is occasionally required to use hands to finger, handle or feel objects, tools or controls; reach with hands or arms; and stoop, kneel, crouch or crawl. The employee must occasionally lift and/or move 25 + pounds. Specific vision abilities required by this job include close vision, distance vision, color vision and depth perception. In addition the following are specific to the Laborer 11/ Assistant Foreperson duties:

  • Ability to walk on uneven terrain or wade streams in a safe manner;
  • Shoveling raking, lifting of rocks, dirt, asphalt, concrete bags, sand bales, and stone in excess of 25 lbs;
  • Flagging (Standing) and Construction Inspection (Standing) during day;
  • Ability to work in all types of climate and temperatures;
  • Ability to use air compressors, and jack hammer etc. where noise levels will be moderate;
  • Ability to handle all Safety Equipment and enforce safe work practices;
  • Ability to direct crews and coordinate these activities with Forman when Forman is absent or when additional supervision is needed;
  • Respond 24/7 to any and all calls from Forman or Superintendent.
