The Federal Reserve Bank of Kansas City is seeking a Lean- Agile Center of Excellence Manager with Federal
Reserve Financial Services (FRFS). The Lean Agile Center of Excellence Manager will function as a key leader within the Transformation arm of the Technical Portfolio Management office within FRFS Technology. This role will ensure the success of FRFS' end to end Business & Technology Agility journey. The incumbent is responsible for developing the roadmap, strategy, and implementation plan to ensure that FRFS is consistently applying the use of Agile Frameworks and Methods, building inertia for using of Agile across the organization, and continuing to develop and improve Agile capabilities through helping set strategic direction and providing thought leadership to scaling Agile. The incumbent will be responsible for ensuring effective oversight of the Scaled Agile Framework and working to mature the enterprise's adoption of agile principles. The role will support progress on product delivery by facilitating communication and dependencies across the organization and with external partners; grow our team of agilists, and shape the overarching strategy that keeps the organization constantly moving towards realization of enterprise agility.

Federal Reserve Financial Services (FRFS) delivers a suite of payments services to financial institutions via FedLine® Solutions, Fedwire®, National Settlement Service (NSS), FedCash®, FedACH®, and Check Services. We are currently leading a strategic effort to transform FRFS to a national, enterprise-focused organization. Over time, FRFS will offer an increasingly integrated set of Federal Reserve payment services, incorporating the FedNowSM Service upon its market entry in 2023. Through our evolved structure, we will meet the needs of the marketplace for new products and services more quickly, we will seek to provide a more robust and unified customer experience across our financial service offerings, and we will create new career growth opportunities for FRFS staff.

This role combines enterprise agile transformation thought leadership and leading a team responsible for our Enterprise agility journey. The team is focused on integrating the various needs of FRFS into a strategically-focused, best-in-class journeys for the end-user.

You have people leadership for a team of agile enthusiasts to develop agile ways of working solutions, implement operational processes and monitoring community adoption and effectiveness.

You are responsible for higher-level strategic agile transformation planning and consulting to establish disciplined, effective agile ways of working.

As an influential leader, you are seen as an expert in scaled agile execution that requires confident and simplistic communication of all modes.

Lead and/or facilitate SAFe trainings, workshops, OKR sessions, group coaching and 1:1 coaching both virtually and in-person. Primarily focused at the mid-senior level management with occasional focus on solution teams and critical agile roles of ARTs.

Meet our colleagues where they are for sustaining portfolio-wide adoption of Lean-Agile principles, practices and scaled patterns, with a particular focus on Scaled Agile Framework (SAFe).

Bring thought leadership and lessons learned back to the community of coaches to upskill and build internal coaching capability across FRFS. Acting as coach of coaches and exemplar within the broader coaching network.

Commitment to learn and share. Keeping track of new industry trends while finding connections and case studies of those we can learn from.

Manage the Lean Agile Center of Excellence within the PMO including hiring, training, and professional development.

Facilitate communication across FRFS Technology and with Technical PMO Officers to highlight interdependencies (e.g., integration with mail centers, working with NIT on infrastructure dependencies) and proactively mitigate risk.

Reporting to the Vice President within the FRFS Technology Transformation, Portfolio Management Office, you will join a broader management team that is committed to supporting the execution of business outcomes focused on customer value, advocating for Scaled Agile Framework (SAFe) best practices, fostering a change-friendly culture, promoting innovation, and leading with an inclusive mindset.

Qualifications:

Bachelor’s degree from an accredited college or university or equivalent combination of education and experience.

Typically requires at least six to eight years of related professional work experience, which includes either relevant Bank leadership experience, or equivalent relevant leadership experience in another.

Demonstrates leadership skills as outlines by the Bank’s leadership competencies.

Accomplished problem solving and analytical skills.

Accomplished project management skills, to include organization, planning, and execution.

Demonstrated ability to influence change at the organization level to form productive relationships quickly.

Demonstrated entrepreneurial skills and capability for problem solving, decision making, sound judgment, assertiveness.

SAFe SPC Certification
-
5+ years experience as a Release Train Engineer, Agile Program Manager or Product Manager.

5+ years experience coaching at most levels of an organization, team through mid-senior leadership.

You are able to navigate ambiguity and can work effectively in a changing and quickly evolving environment.

Excellent presentation, story-telling, influencing, and relationship management skills.

Excellent facilitation, communication, organizational, analytical, critical thinking, and team building skills.

Broad knowledge of department, Bank, and/or System operations, regulations, and policies. Strong strategic vision and focus.
