The Department of Revenue (DOR) is seeking to fill two Management Analyst 4 - System Specialist positions to support the Working Families Tax Credit (WFTC) division.

We are looking for:
An experienced technical professional who can help us enhance and maintain our WFTC systems.
You will serve as senior level system specialists in for the WFTC Division in the Automated Tax and Licensing Administration System (ATLAS), the agency’s core tax and licensing system. You will demonstrate technical expertise, competency in quickly grasping the nuances of this program, and an ability to collaborate with professionals throughout DOR and in other organizations. Your creative problem solving skills will aid the division in establishing technical solutions new to the agency.
More of what you will do:
Provide the highest level of technical expert analysis to WFTC leadership, ATLAS developers, and AMP staff.- Analyze, plan, and coordinate changes to ATLAS configuration.
- Work collaboratively with WFTC staff, ATLAS developers and AMP staff to create business rules and determine requirements for new system functionality.
- Plan and coordinate testing, including creating test scenarios.
- Create, review and test technical change requests (SQRs).
- Facilitate inter-divisional meetings to define requirements, develop test plans, and to review or create documents about enhancements, legislative changes or corrections to ATLAS.
- Implement improvement and innovations within ATLAS to improve efficiency.
- Serve as technical expert in helping create and provide training for WFTC staff.
Bachelor’s degree in business administration, public administration, accounting, or related field AND four (4) years of experience conducting research and analyzing policies, laws, rules, or regulations or comparable combination of graduate education and experience
OR
Two (2) years (or more) professional experience related to work in three (3) or more of the following areas:
Conducting complex research.- Analyzing policies, laws, rules or regulations.
- Providing recommendations regarding multidimensional problems and/or serving as consultants to executive management.
- Leading agency process improvement teams.
- Developing and implementing systems.
- Implementing long-range strategy plans.
Three (3) years (or more) of demonstrated in-depth knowledge and understanding of the division’s business processes within a Department of Revenue division
AND
One (1) year of experience related to work in three (3) or more of the following areas:
- Serving as the expert and/or supervisor researching, analyzing, and making recommendations regarding multidimensional problems.
- Conducting complex research and making recommendations that have a broad scope and significant impact on outside agencies or institutions, organizations, and the public.
- Providing expert advice and consultation to executive management, internal departments and outside organizations with varying issues, diverse and conflicting interests.
- Leading agency process improvement teams.
- Developing and implementing systems.
- Implementing long-range strategies/plans.
- Knowledge of ATLAS or GenTax integrated tax processing software.
- Experience coordinating, facilitating and/or participating in conducting system testing.
- Experience creating, reviewing and analyzing complex test scenarios.
- Experience using advanced principles of management, including strategic and operational planning.
- Experience with managing or assessing time, costs, issues/problems, and risk associated with a particular assignment or project.
- Experience in communicating effectively across a broad spectrum of personnel/managerial levels and maintaining relationships with external units or partners using excellent communication skills for meeting facilitations, networking, team building, conflict resolution and presentations.
- Experience in Microsoft Office tools such as Word, Excel, PowerPoint and Project.
- Ability to absorb new and complex information quickly.
- The ability to break complex information, issues, or projects into simplified parts or tasks.
- Proficiency in solving problems and using analytical thinking to determine the root cause of complex issues.
