Position Purpose

Starting salary will be determined by the applicant's education, experience, knowledge, skills
and abilities, as well as internal equity.

Responsible for the monitoring, planning, development and operation of the City’s pavement
management program. This includes software management, evaluation of data, preparation
of reports and presentations, development and management of five and ten year street
master plans. Builds key relationships with a variety of internal city departments, sister
agencies and community-based groups to meet strategic goals and program objectives.

Job Functions / Scope of Authority

ESSENTIAL JOB FUNCTIONS

  • Maintaining and analyzing the pavement management system, including tabulation, condition assessment, projection of future infrastructure deterioration and rehabilitation types, five year and ten year master plans, cost estimating, and development of priorities for program level determination.
  • Reporting and making recommendations to the Transportation Design Manager, Public Works Director, Leadership Team, and City Council for consideration of implementation.
  • Creates and maintains a two year, five year, and ten year master pavement management program.
  • Manages and supervises the Pavement Management/Asset Team.
  • Collaborates with ADA Coordinator to leverage efficiencies in budgets and schedules
  • May assist the Transportation Design Manager with the coordination of budget, and five and ten year master plans.
  • Determines scope of work and cost estimates for the annual Street Infrastructure Maintenance contracts.
  • Prepares Council agenda items for approval and review.
  • Performs daily and weekly site visits with contractors and inspectors.
  • Schedules staff, supervises work, prioritizes programs and projects; effectively utilizes available resources to accomplish objectives.
  • Develops and maintains monthly spreadsheets to track expenditures of work performed in the Pavement Program to ensure operating within budget and identifying opportunities to expand the current scope.
  • Submits monthly payouts for contracted services to the Transportation Design Manager for approval and payment.
  • Responsible for the annual HUTF report.
  • Collaborates effectively with all stakeholders in planning and scheduling of annual concrete and pavement projects.(Arvada One Build)
  • Collaborates with Risk Management to manage guardrail and fence repairs.
  • Works collaboratively with the Transportation Design Manager, and other City employees on special projects, committees, and citizen inquiries.
  • Develops specification for new and replacement equipment and materials.
  • Prepares Council agenda items for approval and review.
  • Demonstrate effective communication skills with the ability to present ideas clearly and concisely, verbally and in writing to employees, citizen groups, administrators, and Council members.
  • Demonstrates the ability to effectively present information to the Leadership Team and City Council members.
  • Demonstrates a respectful attitude towards customers and coworkers that promotes teamwork, open communication, and effective customer service.
  • Acts with the customer in mind, responds to requests promptly and provides effective services or solutions for customers.

ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES

  • Advanced knowledge of public works and streets and drainage maintenance system construction, operation and maintenance.
  • Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.
  • Advanced knowledge of the use of equipment used to maintain infrastructure.
  • Advanced knowledge of stormwater management plan, city safety guidelines, and city traffic control standards.
  • Advanced knowledge of computer hardware and software to maintain record systems. Develops database applications.
  • Advanced knowledge of city safety policies and procedures.
  • Superior analytical ability related to data manipulation.
  • Proficient knowledge of City engineering specifications and standards.
  • Advanced working knowledge of flagging and signing and coning procedures, possession of flagging certification.

ESSENTIAL SUPERVISORY DUTIES

  • Develops and/or participates in the development of staff work plans, measures and tracks progress towards goals, prepares and conducts timely and constructive performance appraisals.
  • Schedules staff, assigns and supervises work, prioritizes programs and projects and effectively uses available resources to accomplish objectives.
  • Makes decisions or recommendations for hiring, promotions, transfers, disciplinary action, and other personnel actions as necessary.
  • Coaches, counsels and supports staff to maximize efficiency and effectiveness. Consistently educates and advises staff on organizational rules, regulations, policies and procedures. Supports creative thinking and problem solving and encourages participatory decision making when appropriate.
  • Provides training and job enrichment opportunities and encourages professional growth and development.

SCOPE OF AUTHORITY:
Receives general direction from the Transportation Design Manager. Manages assigned work programs independently. Generally expected to evaluate and respond to new situations that require immediate attention. Meets weekly with manager to prioritize work programs; receives both written and oral instruction. Plans own work and the work of others to meet defined work plans and objectives. Prepares annual employee evaluations, and recommends disciplinary action if warranted. Expected to handle different and specialized situations in the department.

Financial Accountability:

The incumbent is responsible for the planning, procurement, and administration of multiple complex infrastructure construction contracts ranging in the multi million dollar range. Reconciles contractor and vendor invoices to be approved for payment. Assists the Transportation Design Manager with developing budget allocations pertaining to department and field operations. Purchases inventory and maintenance items using city procurement card (P-Card) as assigned and reviews and approves purchases made by those under his/her charge.

Working Environment / Qualifications

WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:

The work environment/physical activities described here are representative of those an employee encounters while performing the essential functions of the job.

Work is primarily performed in an office and fieldwork environment with low to high noise levels. Physical effort and activities include: strenuous physical work with heavy lifting, pushing or pulling of objects up to 80 pounds occasionally and/or up to 50 pounds frequently. Must be able to access underground vaults, manholes and structures. Exposure to adverse weather conditions, vehicle traffic, automobile fumes, toxic gases, flammable materials, confined spaces, blood borne pathogens, and dust, noise and dangers of working around construction sites.


MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE):
Bachelor’s Degree in Civil Engineering, Construction Management, or related field with experience related to the pavement management field. In addition, two to three years’ experience is required related to concrete curb, gutter and sidewalk, asphalt pavement, and drainage design and/or construction with two (2) years of supervisory experience required. Training and experience with pavement management programs and software. Valid Colorado driving license required. A combination of education and experience may be considered.
