The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Performance Improvement Analyst. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.
This position assists in gathering and analysis of diverse data for various processes under the oversight or direct function of the Quality Management Unit (QMU). The position is responsible for the verification of data efficacy, completion of data base and spreadsheet data elements from original source documents, counts of various data sets as well as analysis of data trends for the following processes and others as needed (Arizona Healthcare Cost Containment System [AHCCCS] Quality of Care, Performance Improvement [PI] Program, Incident Management System [IMS], Health Effectiveness Data and Information Set [HEDIS]/Centers for Medicare & Medicaid Services [CMS] Core Measures, Quality Management Reports, and other AHCCCS deliverables-projects). For the sub-contracted health plans, this position would review and analyze performance reports and performance related deliverables submitted to the Division of Developmental Disabilities (DDD).

- Gathers, organizes, and audits various data from multiple sources for various projects including data entry and data veracity verification from source documents.
- Analysis and verification of existing data sets utilizing statistical methods and associated techniques.
- Develops new data spreadsheets, databases, and/or data gathering processes based on project needs.
- Develops and administers performance dashboards, reporting, and data visualization for QM performance data. Develops visual representation of tracking and trending for performance improvement.
- Supports QM PDSA cycles through facilitation, project management, coaching, analysis, process mapping, and associated means of leading continuous improvement projects and lean tool implementation.
- Provides planning and analysis for future or anticipated data collection, analysis, and storage needs based on new requirements or new projects.
- Knowledge of DES Division of Developmental Disabilities functions, requirements and the needs of its members.
- Knowledge of data gathering, storage, and analysis principles.
- Knowledge of project management principles
- Knowledge of Medicare/Medicaid requirements
- Knowledge of statistical mathematical principles, Lean/continuous improvement principles
- Knowledge of CMS/HEDIS measure performance.
- Excellent written and oral communication skills.
- Skills in utilizing Excel and other computation and data storage programs
- Skills in management of multiple projects/duties concurrently. And organizing the work of multiple projects.
- Skills in data dashboard design.
- Skills in Meeting facilitation.
- Skills in process mapping.
- Ability to work with diverse internal/external customers.
- Ability to handle detailed work with accuracy and speed.
- Ability to self-determine priorities and complete projects.
- Ability to maintain mental focus for extended periods of time
- Ability to maintain accuracy and efficiency while performing repetitive tasks (data entry) over long periods of time.
Experience working in the Arizona public health environment. Experience with Looker dashboard development. Experience with lean six sigma tools. Experience with managed care performance.
Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record in accordance with DES Fleet Management-Safety Program policy and procedures (DES 1-07-26 & DES 1-07-26-01). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
