Job description
The Property Tax Division within the Department of Revenue is seeking a proven and dynamic leader to encourage a culture of respect, creativity, innovative problem solving, and deliver measurable results. This position is part of the County Performance & Administration section, located in Tumwater, Washington. In this role, you will lead staff in review and approval of county revaluation plans, evaluation of county compliance with statutory requirements; and provide support to local elected officials in the areas of data collection methods, systems capacity, neighborhood, delineation, and other requirements related to revaluation of property. You will play a critical role in helping the agency navigate complex technical issues by conducting reliable analysis, summarizing, and packaging information clearly, accurately, and in easy-to-understand terms. The County Performance & Administration Supervisor acts as an advisor to Department of Revenue management in matters concerning Revaluation and Current Use Programs, and other technical questions throughout the state.
The Property Tax Division provides oversight and general supervision of property tax at the state and local level to assure equality of taxation, uniformity of tax administration and to ensure all taxes are collected according to the provisions of the law.
Please Note: This position has the flexibility to work remotely part-time, however the duty station is in Tumwater, Washington and the successful candidate must agree to travel to the office for key scheduled meetings or as operational needs dictate. Details of teleworking considerations will be addressed during the interview process.

- Supervise, direct, and train professional-level County Performance & Administration staff consisting of two Property & Acquisition Specialist 5s and two Property & Acquisition Specialist 4s.
- Provide expertise and analysis in the areas of revaluation, current use, and designated forest land programs.
- Develop, manage, coordinate and present instructional programs for Department staff and external stakeholders to improve general knowledge of property taxation and valuation procedures.
- Advise county assessors on revaluation and mass appraisal practices through consultation and recommendations on how to achieve better practices.
- Assist in the creation, interpretation, promulgation, and application of property tax laws, rules, and the valuation of property.
- Participate in and facilitate workgroups on program related topics.
Please ensure that your application materials address the following qualifications.
Required:
Bachelor's degree in business or public administration, real estate, finance, accounting or related field
AND
Three (3) to four (4) years of professional experience in activities such as non-residential property management, title examination, relocation assistance, or selling, leasing, or buying commercial real estate, or auditing and/or appraising real or personal property.
Note: Experience above must include one year in a supervisory or lead role.
OR
One year of experience as a Property & Acquisition Specialist 5 or equivalent.
A successful candidate must also possess:
Understanding of property valuation using the income, market, and cost methods. The ability to explain verbally and in writing, the various valuation methods, including relative strengths, weakness, and applicability of each.- Ability to promote positive working relationships with stakeholders and seek solutions that are in the Department's best interest.
- Ability to accurately listen, understand, and effectively express ideas and information verbally using language that is appropriate to both the complexity of the topic and the knowledge and understanding of an individual or group.
- Commitment to effectively organize multiple assignments, sometimes of a complex nature or involving competing priorities, to produce work products and services that are accurate, thorough, on time, and exceed expectations of management, staff, taxpayers, and other stakeholders.
- Ability to think tactically, technically, and organizationally within their team, solve related problems, and incorporate these when implementing solutions.
- Effectively use technologies necessary to conduct the business of the organization such as Excel, Word, Outlook, PowerPoint, and Teams software applications.
