Pipeline Compliance Systems Data Analyst

Job Description: This position will serve as a support to the Pipeline Compliance Systems team which is primarily focused on structure identification. The Pipeline Compliance Systems Data Analyst will add value to:

• The structure capturing and editing process.
• Utilize imagery to identify and add missing structure outlines to the structure database.
• Examine existing structures to ensure that it is commensurate with structure type, occupancy, and status.
• Research structure data to best understand their purpose and usage.
• Work with the subject matter expert and field personnel to gain clarity and understanding of what is represented in the database.
• The compiling of natural gas and liquids PHMSA Annual Reports.
• The HCA/MCA processes for Natural Gas and Liquids assets.
• Evaluate high and moderate consequence areas.
• Gain an understanding of the driving forces behind labeling something as a HCA or MCA.
• Writing Processes & Procedures for Class, HCA, Structure collection, etc.

Skills/Experience:

• Bachelor's degree preferred. GIS degree a plus. (Relevant pipeline experience will be considered in lieu of a degree)
• Familiarity with 49 CFR 192 and 195 Regulations and core calculations for Pipeline Compliance including Class/HCA Determination
• SharePoint familiarity
• Ability to work successfully from a remote location
• Microsoft Office Suite proficiency required
• Experience with ESRI Tools ‐ ArcGIS 10.4.1 or above
• FME and SQL experience is a plus
• Other desired skill sets include ArcCatalog, basics of ArcToolBox, Geodatabase, and shapefile manipulation
• Strong analytical skills to identify and resolve complex data issues
• Self‐motivated, responsible, and willing to learn new and changing technologies while working with other team members
• Ability to multitask and prioritize
• Excellent oral & written communication skills
