Job Description:
Caladwich Consulting is seeking a highly skilled Staff Officer to provide A&AS Support for the development, maintenance, and execution to USACE in the office of the Chief Information Officer by providing a high level of expertise to perform duties and responsibilities listed below. The candidate must possess excellent coordination and communication skills and have the experience with analysis and design. This position is fully remote however, support may be required at an official Government site or other locations to be determined by the Government for special events.
Duties/Responsibilities:
Responsibilities include, but are not limited to:
· Provide A&AS Support for the development, maintenance, and execution of an OCIO
· Analyzes Department of Army and USACE program priorities, objectives, and resources contained in the Command Operating Budget (COB), Program Objective Memorandum (POM), Total Army Analysis (TAA), Five-Year Engineer Program (FYEP), and program analysis and resource reviews. Determines the degree of compliance with programs.
· Provides IM/IT trends and projection analysis to HQ USACE staff and field commanders. Works with SES staff and senior program managers, to identify the best means and approaches to integrate cross-functional/organizational IM/IT program resources.
· Provides the Director of Corporate Information with analyses, which determines the proper integration and balance of IM/IT resources across all appropriations, in all phases of the Programming, Planning, Budgeting, and Execution System (PPBES).
· Provides an independent and objective analysis and evaluation of workload, funding, manpower, and equipment plans, and how well they are being executed.
· Develops recommendations on IM/IT resource adequacy. As a management official, briefs Chief of Engineers and his staff on critical funding and manpower issues, and provides authoritative options for solutions to problems and provides authoritative options for solutions.
· Coordinate with CIO/G-6 (CECI and CEIT) Program Managers and provide monthly reporting (budget and execution) to Senior USACE CIO/G-6 leaders on the following Management Decision Packages (MDEP): VSAT (Commercial Satellite Air Time), QOIM (Base Information Management Operations), MU1P (Army Wide Publishing), MS4X (Cybersecurity).
· Provide support to CIO/G-6 Chief of Staff on HQDA POM and USACE RM taskers. Coordinate with CIO/G-6 (CECI and CEIT) Program Managers to support the Future Year Defense Program.
· Provide Senior Cyber/Information Security Strategy. Draft and maintain the cyber and data strategic roadmap; interface with core business functions and technology teams to identify required future state security capabilities, work with internal information security teams to secure the threat landscape, and consider strategic risk areas of the organization, analyze Federal/DoD/Army/USACE policy and industry best practices and adjust strategy as neccessary.
· Develop a Communication Strategy for the OCIO coordinating information consistency across the OCIO, ACE-IT and other USACE IT initiatives
· Assist the Government in the development and maintenance of OCIO communication artifacts including newsletters, brochures, reports, white papers, e-newsletters, presentations, and websites
· Provide support with customer outreach efforts through supervised participation in forums, working groups, meetings, symposiums, and conferences
· Provide support for OCIO personnel for the planning, execution and any follow-on activities related to demonstrations/conferences related OCIO activities.
· Provide A&AS support to the OCIO with customer outreach, conference, and Program, Project, Initiative support including but not limited to:
· Maintain and update existing customer outreach documents, briefings, etc.
· Develop and/or provide inputs in the generation of new customer outreach documentation and products
· Address longer-term communications and outreach based on results of evaluations
· Maintain, update, and initiate communications plans, tools, and tactics on an ongoing basis
· Provide editing support for outreach documents
· Provide media outreach, audio/visual, video teleconferencing, customer outreach event support
· Support the logistics and execution of USACE virtual meetings
· Coordinate with CIO, Staff, administrative, and CIO/G-6 stakeholders to facilitate the messaging of communications as necessary, and provide static and multimedia graphics support
· Provide static and multimedia graphics development support interpreting OCIO requests and turning ideas into tangible visual arts artifacts. The goal is to turn information and data into easy-to- comprehend graphics that help convey messages and simplify complex concepts using typography, photography, and illustration. Artifacts shall include print graphics, digital graphics, animation, and other elements as appropriate.
· Ensure visual consistency of the brand across various touch communication initiatives and artifacts (e.g. banners, email campaigns, pages, infographics, etc.)
· Ensure the distribution lists for council, board, and admin team members, including project development teams are completed as requested
Qualifications:
· Required Education: Bachelor’s Degree. Master's Degree preferred
· Required Experience in Functional Discipline (PPBE, Budget, Comptrollet, Staff Officer): 5+ Years
· Understanding of DoD Cybersecurity strategy, DoD Data Strategy and Enterprise Virtual Viewer (EVV) concept to include the implementation of security controls.
· Understanding of DoD IT achitecture and zero trust guidance
· Ability to communicate at senior levels; understanding of DoD policies and practices for IT networks
· Understanding and hands-on experience implementing wide-range of cybersecurity strategy tools such as Fortify, Splunk and WebScan for Security Information and Event Management (SIEM)
· Experience with implimenting DevSecOps approach/methodologies
· Strong working knowledge of Microsoft Office Suite of Products
· Security Clearance Requirements: NACI (incl fingerprints)
