Job Summary
This position manages the Water Assessment Section and directs the development of water quality standards that protect human health and aquatic life and ensure that waters are suitable for uses like fishing, swimming, and drinking water. This position performs agency work on PFAS, evaluation of groundwater conditions, and agency work on potential, persistent, and emerging contaminants as well as toxic pollutants.
Qualifications
Minimum Qualifications
Candidates must clearly demonstrate the following qualifications:
A) Two years of experience supervising environmental activities in one of the following program areas: Water Quality, Air Quality, Solid Waste, Hazardous Waste, Environmental clean-up. Experience should include supervising staff; exercising fiscal control and/or preparing budgets; developing and implementing policies, procedures, criteria, and/or guidelines. Experience should be at the level of State classes Pollution Control Specialist Principal, Engineer Principal (supervisory) or equivalent. OR
B) Four years of advanced professional experience in an environmental program in one of the following program areas: Water Quality, Air Quality, Solid Waste, Hazardous Waste, Environmental clean-up. Experience should be at the level of Environmental Specialist 3/4, Hydrologist 2/3, Planner Principal State (Environmental), Engineer Senior, Engineering Specialist Senior, or equivalent. Experience must include demonstrated skill in the following areas: 1) Plan/implement strategies; 2) Interpret policy and regulations; 3) Motivate and lead employees effectively; 4) Work as a team member and leadership role in internal/external teams or work groups. OR
C) A combination of the above experience (A and B) determined to be equivalent.
Preferred Qualifications
Knowledge of:
- Federal and state laws, regulations, and program requirements related to surface and groundwater management, water quality standards and effluent limits.
- State government, legislative and rulemaking processes, and public policy development.
- Government budgeting and financial management processes sufficient to coordinate and articulate budget proposals, prioritize, and manage budgets, monitor revenue, administer grants, and interpret budget reports.
Ability to:
- Communicate agency positions effectively to multiple audiences.
- Interpret complex policies and regulations .
- Collaborate effectively and establish and maintain effective working relationships between many levels within and outside the agency and in that context plan, implement, and coordinate climate change mitigation and adaptation.
- Create a diverse and inclusive working environment with internal and external parties. Manage priorities through a balance of long and short-term goals and objectives
Skills with:
Managing or leading many complex projects and priorities to implement short- and long-term strategic goals and objectives.
Human relations and interpersonal skills to work with a wide range of controversial and challenging public policy debates and decisions, build alliances, problem solve, and resolve conflicts.
Managing, directing, and guiding staff in a multi-disciplined section of a statewide organization to ensure the work of the Water Assessment Section is accomplished within the required time frame with the highest degree of professionalism and accuracy.
Physical Requirements
Requires occasionally lifting and/or carrying such articles as file folders, ledgers and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.
Additional Requirements
Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
