Job Summary

This position performs administrative and supervisory work as the manager of pre-trial release and indigence screening in conjunction with the County’s Adult Corrections programs. The position allocated to this class is responsible for planning, developing, implementing and evaluating pre-trial services in conformance with legal guidelines and policies under the administrative direction of the Senior Director of Law & Justice. Responsibilities include effective and efficient utilization of human and financial resources, and administrative and supervisory direction to achieve desired goals and objectives. Work is performed with considerable latitude for independent judgment and action and is reviewed through periodic conferences and reports.


TOTAL COMPENSATION: $90,109 - $126,075 annually. Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.

Examples of Duties

  • Screens, interviews and hires staff.
  • Provides and coordinates staff training; motivates, and evaluates personnel; works with employees to correct deficiencies; implements discipline and termination procedures.
  • Ensures that departmental hiring and promotional practices are consistent with the County’s Equal Employment Opportunity policies.
  • Plans, directs, and coordinates the department work plan to determine eligibility for public defender services and conduct first appearance evaluations to assist the court in determining amount of bond or own recognizance release; identifies and resolves problems; and assigns, reviews and evaluates work methods and procedures.
  • Inventories daily tasks, adjusts staffing, delegates any issues that need resolution, ensures work is complete across all pretrial programs and three Courts.
  • Manages the development and implementation of goals, objectives, policies, and priorities; establishes, within County policy, appropriate service and staffing levels; allocates resources accordingly.
  • Continuously monitors and evaluates the efficiency and effectiveness of pre-trial service delivery methods and procedures; assesses and monitors work load, administrative and support systems; identifies opportunities for improvement; and directs the implementation of changes.
  • Maintains a working knowledge of legal requirements and procedures for interpretation and adherence.
  • Prepares and monitors division budget.
  • Liaises with the Staff Assistant on issues regarding staffing, scheduling, budget, and criminal justice (CJ) initiatives
  • Liaise with Pretrial Service Officer 2 to address program issues, procedural concerns, staff performance and assignments Represents the department to other County.
  • , elected officials, and outside agencies; explains, justifies, and defends programs, policies, and activities; and negotiates and resolves sensitive, significant and controversial issues.
  • Participates on a variety of boards and commissions; attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of corrections.
  • Responds to and resolves difficult and sensitive citizen inquiries and complaints.
  • Enforces established County safety practices.
  • Performs other related duties as required/assigned.

Minimum Requirements

  • Bachelor’s degree from an accredited college or university, in Criminal Justice, Psychology, Sociology, Public Administration or related field.
  • Six (6) years of supervisory or lead experience in a corrections, detention or related area.
  • Possession of a valid Washington Driver's License at time of hire and for the duration of employment, or the ability to provide suitable transportation that is approved by the County.

  • Knowledge of at the Supervisory level of the theory, principles and practices of the criminal justice system;
  • Knowledge of the programs, organizations, laws and supervisory practices involved with criminal justice programs.
  • Knowledge of supervisory practices and procedures.
  • Knowledge of budget and personnel principles and practices;
  • Knowledge of the literature, development and trends in the field of adult corrections.
  • Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction.
  • Skilled in establishing and maintaining effective working relationships with public and private officials, community groups, and the general public.
  • Skilled in the use of current computer technology including data entry and word processing.
  • Ability to plan, implement, direct and evaluate pre-trial services.
  • Ability to lead, motivate and train staff to achieve program objectives.
  • Ability to prepare and administer the budget.
  • Ability to accurately interpret and apply State and local policies, procedures, laws and regulations.
