SJ is looking for a Program Analyst with strong program management, analytical thinking and problem-solving skills to support and advise in planning, managing, and evaluating programs, operations, and processes.

Responsibilities include but are not limited to:

• Serve as liaison between business and technical aspects of projects.
• Plan project stages and assess business implications for each stage.
• Monitor progress to assure deadlines, standards, and cost targets are met.
• Conduct research, analyze data, identify trends, and prepare reports.
• Determine program requirements and make recommendations.
• Analyze programs, policies, procedures, and systems and making recommendations to optimize these.
• Assist with the development of budgets and schedules as well as tracking metrics.
• Assess and advise on potential issues related to costs, schedules, and performance.
• Advise with regard to planning, testing, and implementing new programs or systems.
• Identify and resolve issues and problems.
• Participate in strategic planning meetings.
• Plan, analyze, and evaluate the effectiveness of operations and programs.
• Ensure that all changes in programs and outcomes are well documented.
• Prepare and present reports and recommendations.
• Perform data validation and implement quality control measures to ensure the continued success of programs.
• Ensures that schedules and plans are horizontally and vertically integrated across projects and functions.
• Utilizes Gantt, PERT, milestone charts, earned value management and other project management techniques to gauge progress and identify performance variances to facilitate focus and intervention on critical areas.
• Suggests/creates/implements methods to enhance cost and schedule performance.
• Performs schedule risk analyses and identifies and resolves critical path and network logic conflicts.
• As technical expert with complete latitude in day-to-day decision-making, supports development, updating, and maintenance of native products, narratives, and graphics describing or presenting the management approach, Standard Operating Procedures (SOPs), schedules, Work Breakdown Structures (WBSs), and risk management approach for programs/projects.
• Stays abreast of and implements standard program planning and control processes, tools and practices to use in supporting development of and executing strategies and objectives.

Qualifications

• Skilled in Microsoft Project
• Experience in creating one pagers
• Excellent communication, interpersonal, and report writing skills
• Strong organizational and time management skills
• Advanced computer skills and knowledge of multiple databases and software systems
• Ability to collect and analyze complex sets of data
• Good critical thinking and problem-solving skills

Education and Experience:

• Bachelor's degree in business, computer science, or a related field
• 6+ years or more of related experience required
• Security clearance is required

• Prolonged periods sitting at a desk and working on a computer
• Must be able to lift up to 15 pounds at times
