We are hiring a dynamic leader that will serve as an integral member of the Working Families Tax Credit (WFTC) leadership team in a newly established program for Washington State’s low-income working families and individuals. The Program Coordinator will ensure fair and uniform application of tax rules and laws in the administration of the WFTC program within DOR. They will provide oversight and leadership for the Compliance, Call Center, and Desk Examination Teams.

Duties

This position will:


  • Manage three first line managers responsible for the Compliance Team, Call Center Team, and the Desk Examination Team.
  • Provide leadership, mentoring, human resources development and training to first line supervisors.
  • Act as a business lead on implementation of agency strategic business plan projects and large-scale IT projects.
  • Manage the statewide WFTC program to ensure the program is administered to meet legislative intent.
  • Implement appropriate financial controls for the program, including implementing procedures new to these teams.
  • Work with division managers to coordinate agency education efforts.
  • Increase efficiency and reduce applicant burden by streamlining systems and processes and proposing legislative changes.
  • Ensure the team works cooperatively to make strategic decisions involving division policies and programs to achieve continuous high performance.

Qualifications

Please ensure that your application materials address the following qualifications~

A Bachelor’s degree in Business Administration, Accounting, Public Administration or closely allied field.

Competencies:

Advanced knowledge of program administration policy development, strategic planning, general management principles, organizational development, and supervisory staff management.

Experience in project management and information systems analysis, design and testing.

Working knowledge of the mission critical computer systems used to maintain and adjust taxpayer information (ATLAS).

Advanced knowledge of operations management theory and practice and the ability to apply these in the management of workloads at the section and division level to provide high quality service to the department’s customers. Advanced knowledge and experience utilizing project management. Ability to manage statewide programs in a constantly changing technological environment; analyze and restructure workloads and work methodology as technology is implemented.

Working knowledge of budget development and expenditure analysis and monitoring.

Working Knowledge of the Washington Revenue Act 1935 as amended; broad knowledge of the Revised Code of Washington as well as court cases, Washington Tax Decisions, rule and policies that affect tax administration programs; the procedural and technical interfaces with other state agencies, local governments and other divisions within the Department of Revenue; and management responsibilities and protocol to perform effectively in a variety of internal and external situations.

Employs and acts upon strategic thinking and understand the “big picture” of agency-wide operations and policy. This position plays a role within the agency as decisions affect large populations of taxpayers as well as other divisions within the agency.

Demonstrate effective oral and written communication skills, and the ability to motivate, coach and mentor employees, assess training needs, and evaluate individual employee performance. Ability to facilitate effective team building skills.

Advanced understanding of personnel rules and regulations including the collective bargaining agreement, affirmative action, and diversity regulations.

Advanced knowledge of agency and division policies, procedures and practices for the recruitment, hiring, promotion and retention of a high quality, diverse workforce.
