Title: Program Manager, Project (Growth Opportunities)
Reports To: Senior Program Manager

Salary: $50,000 to $60,000
Position Summary
The Program Manager maintains operational responsibility for implementing the Gang Alternative, Inc.’s Growth Opportunity (GO) Program. The goal of this program is to provide justice-involved 18-24 year olds living in high crime, high poverty communities who (i) have violent criminal records; (ii) are high school drops as a result of disciplinary reasons; (iii) have current or past gang affiliation; and/or (iv) have been assessed as having anti-social attitudes with career pathway training that results in them earning industry-recognized certifications and securing gainful employment.
Essential Duties and Responsibilities
- Responsible for the day-to-day management of the GO Program including:
(i) overseeing all contracts and performance documentation;
(ii) supervising and coordinating tasks of all program staff;
(iii) ensuring that program objectives and funder outcomes are met;
(iv) ensuring compliance with grant requirements/obligations; and
(v) ensuring that the program is implemented with performance excellence and contract compliance.
- Leading outreach efforts to identify and enroll eligible youth participants.
- Promoting and fostering a team culture which is client-centered and solutions focused;
- Designing and drafting internal and external memoranda, written reports (including those to the funder), and other products as relevant to the program as well as reviewing, editing, and approving such materials as created by program staff;
- Managing the implementation of the organization’s workforce development model as it relates to services to opportunity youth, ensuring the attainment of industry- recognized credentials and job placement;
- Motivating and maintaining a high-performance team by working with other senior staff to recruit new staff as appropriate, assuring effective staff development, and evaluating staff performance helping to shape and articulate long-range program and policy direction of the program;
- Staying abreast of emerging trends and best practices within the workforce development arena;
- Maintaining strong relationships (including via coordination and facilitation of meetings) with vendors, consultants, business community and partner organizations and cultivating new relationships with these groups, where appropriate;
- Attending meetings with affinity groups, particularly those involved in workforce development, representing the organization in a professional manner.
- Overseeing the development and employment of all necessary processes and systems required for implementation of the program efficiently and with fidelity; and
- Other duties as assigned.
Qualifications and Competencies
- Bachelor’s Degree (Master’s Degree preferred) and at least two years of experience in Youth Development, Juvenile Justice, Community Engagement, Public Administration, or related field.
- Proven ability to prepare federal grant reports and other correspondence required by funder. Experience with managing Department of Labor’s grants is preferred.
- Experience working with and effectively engaging opportunity or at-risk youth.
- Ability to work in a team environment, while also working independently.
- Demonstrated capacity to handle multiple tasks, projects and meet deadlines.
- Excellent verbal and written communication skills.
- Excellent public relations, conflict management and meeting facilitation skills.
- Must have strong outreach, administrative and organizational skills including budget development and management, and grant administration and reporting.
- Demonstrated ability to maintain confidentiality with sensitive information.
- Demonstrate ability to inspire community participation and build coalitions.
- Experience supporting, motivating and managing individuals.
- Computer literate, with working knowledge of Microsoft Word, Excel and PowerPoint.
- This position will require occasional independent travel between headquarters and training and meeting venues. Must maintain valid Driver’s License and insurance coverage on personal vehicle at all times during employment.
- Performing the duties of this position requires the ability to walk, sit, stand, reach, talk, hear and lift presentation materials, including equipment.
