The Southwest Environmental Finance Center (Southwest EFC) within UNM’s Center for Water and the Environment is searching for a Program Planning Officer to oversee daily operations of a 16-staff unit. The Program Planning Officer will be expected to lead and oversee the management of activities including but not limited to business development, budgeting, financing, and personnel administration. The position will report to the Director. This position would be expected to be in the office 3 – 4 days per week. It is anticipated that the successful applicant will live in Albuquerque or the surrounding area to accommodate working in the office.
The Southwest EFC was created by the U.S. Environmental Protection Agency in 1992. We provide solutions to environmental problems via training and technical assistance delivery on a variety of topics associated with drinking water, wastewater, storm water, air quality, and other environmental topics. Our clients include tribal, local, state, federal, and corporate institutions around the country including the U.S. territories. Position Duties:
- Administers, oversees, and coordinates the Southwest EFC program portfolio, including management of the business-development process from contract award to project close-out for both state and federal funding sources.
- Assists in the preparation of proposals and Request for Proposal/Application (RFP/A) documentation, participates in the selection of sub-awardees, contractors/vendors and other service providers.
- Develops and manages operating budgets; oversees, monitors, and coordinates program budgets as appropriate.
- Oversees the supervision of personnel, ensuring accountability and problem resolution; recommendations for personnel actions; administration of allocations; personnel training, promotion, and retention; contract extension; workload management; leave oversight; implementing new communication, reporting, and supervision processes as needed. Directs the recruitment, selection, training and oversight of professional and support staff.
- May directly supervise some employees and student (both undergraduate and graduate) employees.
- Coordinates logistics for SW EFC events which includes venue research and marketing for trainings under multiple contracts that could be in any of the 50 states and five U.S. territories.
- May assist in the development of software applications specific to the SW EFC to manage contracts, workloads, track activities through UNM and similar. Software applications may include: Teams, Sharepoint, Smartsheets, or Excel. Will be asked to understand and use these programs.
- Will work with UNM administrative software, such as Banner and Streamlyne. Will need to become familiar with the operation of Streamlyne and be able to guide other employees through this system. May be asked to hold a PCard and oversee purchases for the group.
- Helps in coordination of activities with other parts of campus, such as coordination with the Center for Water and the Environment, Civil, Construction, and Environmental Engineering, School of Engineering, Office of Sponsored Projects, Contracts and Grants Accounting, Office of the Vice President for Research, and others as needed.
Knowledge and Skills:
- Ability to use independent judgement to organize, design, prioritize, and execute a variety of tasks without a high degree of supervision.
- Experience with proposal writing and grant management including tracking contractual elements such as the project scope, schedule, budget, and fiscal management.
- Skill in examining and re-engineering operations and procedures and developing and implementing new strategies and procedures.
- Knowledge and understanding of integrated program planning, development, and administration within a public institution environment.
- Ability to supervise, develop, and train employees, to include organizing, prioritizing, and scheduling work assignments.
- Superior oral and written communication skills and the ability to collaborate effectively with a wide range of constituencies.
- Ability to foster a cooperative work environment and encourage a team atmosphere.

Bachelor's degree; at least 3 years of experience directly related to the duties and responsibilities specified.
Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.
- Graduate degree in public administration, business administration, or a related field.
- Experience working in a STEM organization (Engineering, Environmental Science, Biology, Geography, or a related STEM field).
- Experience with SharePoint, Smartsheet, Microsoft Office and Teams.
- Knowledge of UNM programs/processes such as Banner or hiring.
- Experience with UNM’s Office of Sponsored Projects and/or the Office of Contract & Grant Accounting or experience with similar departments at other institutions.
