Program/Project Manager
(Administrative Manager II)
Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.
This recruitment is being held to establish an open eligible list to fill current/future Administrative Manager II positions. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

THE OPPORTUNITY
The Auditor Controller is seeking a Program/Project Manager (Administrative Manager II) to perform a variety of professional, technical, and analytical duties to provide project/program support for the County's Enterprise Resource Planning (ERP) and other applications and technology initiatives managed or sponsored by the Auditor-Controller.

The IT Project/Program Manager will be responsible for the following:
  • Perform project management activities to initiate, plan, execute, monitor, and close a project in accordance with an established project management framework.
  • Organize and coordinate with business stakeholders and technical teams to conduct feasibility analysis to fully develop the business case and project justification.
  • Obtain project approval and secure executive sponsorship and funding for projects.
  • Work with business stakeholders and resource managers to secure project resources.
  • Lead and manage project teams to execute projects and complete project deliverables according to plan.
  • Measure project performance regularly to identify variances from the plan.
  • Monitor project progress and report to key stakeholders.
  • Consult, brief, and engage with senior and executive management to provide business and technical recommendations.
  • Maintain and update templates and tools for managing projects.
DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
The ideal candidate will possess a bachelor's degree within IT, electrical engineering, computer science, information systems, project management, or a closely related field. The ideal candidate will also possess four (4+) years of experience serving as a project/program manager in support of information technology projects.

DESIRABLE CERTIFICATES
  • Project Management Professional (PMP) Certificate from the Project Management Institute
In addition, the ideal candidate will possess extensive project management experience and knowledge in the following areas:

Information Technology Project Management
  • Working with multiple Information Technology (IT) disciplines and types of projects, including application development, infrastructure, and system implementation
  • Performing cost management planning, such as cost estimating and cost budgeting
  • Performing scope management, including scope verification and scope change control
  • Performing time management planning, such as activity definition, activity sequencing, activity duration estimating, and schedule development
  • Developing a quality management plan to ensure that the project will satisfy the needs for which it was undertaken
  • Managing project risk identification, analysis, tracking, monitoring, and response
  • Ability to drive strategic business and technical decisions and investments by leveraging in-depth knowledge of a technology or product
Project/Program Leadership
  • Understanding customer business goals and recommend IT solutions in support of these
  • Building partnerships through consensus, collaboration, and teamwork
  • Measuring project performance regularly to identify variances from the plan and monitoring project progress and reporting to key stakeholders
  • Working with business stakeholders and resource managers on organizational planning, staff acquisition, and team development
  • Providing direction to and coordinating and collaborating with other departments' IT managers and staff to complete project deliverables
  • Guiding, advising, training, and coaching on project management
Communication/Diplomacy
  • Delivering written and oral presentations to both technical and non-technical audiences
  • Creating clear and concise project status reports
  • Working with business stakeholders and technical teams to formulate and shape the project execution
  • Obtaining project approval and securing executive sponsorship and funding for the project
  • Working with business stakeholders and resource managers to secure project resources
  • Working with senior and executive management to set the overall strategy and objectives for the program; providing business and technical recommendations
Planning and Organization
  • Performing resource planning and work assignments to make the most effective use of the people involved with the project
  • Monitoring project schedule and adjusting the schedule as appropriate to ensure timely completion of the project
  • Monitoring project cost and adjusting as appropriate to ensure the project is completed within the approved budget
  • Managing project resources to ensure project tasks are completed on schedule and within budget
Problem Solving and Analysis
  • Incorporating educated risk management and mitigation strategies into planning
  • Developing a risk and issue management plan to identify, analyze and respond to project risks and issues
  • Performing pre-project support, including conducting customer visits, reviewing requirements and estimates, and facilitating buy-vs-build analyses
  • Performing integration and coordination activities to ensure that the various elements of the project are properly coordinated
  • Organizing and coordinating with business stakeholders and technical teams to conduct feasibility analysis to fully develop the business case and justification to do the project
Oral | Written Communication Skills
  • Providing direction to team members or vendors assigned to projects
  • Providing status reports to management on a regular basis.
  • Working with vendors and/or users to ensure system availability and integrity.

RECRUITMENT PROCESS

Structured Oral Interview (100% Weighted)
A panel of job knowledge experts will interview and evaluate each candidate's responses to a series of structured questions designed to elicit the candidate's qualifications for the job. This is a competitive process; therefore, candidate responses to the structured questions should be thorough, detailed, and complete. Only the most successful candidates will be placed on the eligible list.

Based on the Department's needs, the selection procedures listed above may be modified. Candidates will be notified of any changes in the selection procedures

Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
