  • The eligibility list created from this recruitment will be active for 6 months.*Basic Function Under the direction of the designated Manager, facilitate the computerized collection, management, manipulation, and distribution of data used for decision-making and in the daily operation of schools and departments; plan, design, develop, and maintain software systems applications and utilities; lead other programmer/analysts on major projects and serve as a technical resource to others. DISTINGUISHING CHARACTERISTICS: The Programmer Analyst III serves as a technical resource for other IT personnel and leads major complex projects with considerable independence
EXAMPLE OF DUTIES
Representative Duties Train, lead, and coordinate the efforts of programmers and other appropriate staff; delegate tasks and provide instruction as assigned. Respond to technical questions from staff and users regarding programming matters. Assist the Program Managers to evaluate user needs; analyze administrative activities and perform feasibility studies to determine appropriate resolution of user's needs and operating problems. Discuss user problems and test possible solutions contacting software vendors as necessary to troubleshoot problems; provide recommendations on software and hardware purchases. Provide training to staff on computer applications. Learn new operating systems, utilities, and languages and remain current with computer technologies. Develop, write, and present system proposals. Design and develop report specifications. Write and test computer programs, scripts, and SQL stored procedures. Devise controls and procedures to assure accuracy and auditability of implemented systems. Ensure that Extract Transfer and Load procedures and protocols are established and maintained. Develop plans and procedures to assure that data remains consistent across all databases. Develop procedures for data security, backup, and recovery. Plan data flows for a new or revised database. Define the 'logical design' so that it can be translated into a specific data model. Further refine the 'physical design' to meet system storage requirements. Develop and perform documentation. Test new systems. Be part of a Project Based Team. Maintain data standards including adherence to the Data Protection Act; assure that business rules governing data are clearly defined and routinely monitored. Accurately assess users' access requirements, authorize proper rights, and resolve access problems. Work closely with Information Technology project managers, programmers, systems administrators, and engineers and web developers. Communicate regularly with technical, applications, and operational staff to ensure the integrity and security of all data. Perform related duties as assigned.

MINIMUM QUALIFICATIONS
Minimum Qualifications Any combination of education and experience equivalent to: bachelor's degree in information systems, computer science or related field including or supplemented by courses in systems analysis and programming and four years of experience in software development, database development, and/or database administration. EXAMPLES OF EQUIVALENT WAYS TO MEET MINIMUM QUALIFICATIONS An associate’s degree (or comparable coursework) in Information Systems, Computer Science, or a related field and 6 years of work experience in software development, database development, and/or database administration. Graduation from high school supplemented by sufficient college-level coursework in Information Systems, Computer Science, or a related field and 7 years of work experience in software development, database development, and/or database administration. Graduation from high school and 8 years of work experience in software development, database development, and/or database administration. Additional years of experience or education may be substituted to meet the minimum qualifications. LICENSES AND OTHER REQUIREMENTS: Valid California Driver's License.
