The Public Health Planner COVID-19 plans the Sedgwick County Health Department (SCHD)’s emergency efforts to ensure effective local mitigation, preparedness, response, and recovery related to COVID-19. The Public Health Planner establishes, maintains and implements procedures and plans for a public health emergency; trains staff; and validates the plans by conducting and evaluating drills and exercises. The position builds collaborative working relationships with SCHD staff, external agencies, and the public to prepare for and respond to emergencies. Employee will assume a command level leadership position during public health emergencies.

Establish, maintain, implement, and evaluate PHEP-related procedures and plans for SCHD mitigation, preparedness, response, and recovery
Assist with SCHD PHEP plans
Create and update program policies/procedures
Assist in updating the Continuity of Operations Plan
Coordinate and lead meetings with SCHD staff regarding the plans
Prepare and present preparedness trainings to SCHD staff
Ensure PHEP-related grant work plan deliverables are completed
Drive to meetings and health department locations to assess emergency preparedness and provide trainings

Coordinate COVID-19 response after action reviews and improvement plan task completion
Coordinate after action review process, including data collection
Convene after action meetings and write reports
Monitor improvement plan items and ensure tasks are completed
Assist in planning exercises and trainings outlined in improvement plans
Assist with SCHD Point of Dispensing (POD) site plans and agreements
Assist with tasks related to the Medical Countermeasure Operational Readiness Review (ORR)

Support the Public Health Emergency Preparedness Program
Assist with moving equipment and supplies for inventory assessment and documentation.
Conduct drills and assist with exercises and evaluating plans and processes according to Homeland Security Exercise and Evaluation Program (HSEEP) and Kansas Department of Health and Environment guidelines.
Build and maintain relationships with SCHD staff, internal county departments, local and state governments, healthcare facilities, local organizations and agencies, and the public.
Use knowledge and contacts from organizations to evaluate circumstances and carry out guidance
Implement projects and strategies with SCHD staff to improve local mitigation, preparedness, response, and recovery.

Minimum Qualifications: Bachelor’s degree in public health, a health-related field, public safety, emergency management, business administration, or other related field or be equivalently qualified by work experience or a combination of work experience and education, with one year of experience substituting for one year of education. One year work experience with Microsoft Excel and Word. One year of project management experience. Per Sedgwick County policy, this is a driving level position that requires a valid US driver’s license without restrictions and current proof of automobile insurance. Must complete Federal Emergency Management Administration (FEMA) IS 100, 200, 700, and 800 courses within 30 days of employment. In order to comply with the requirements of the federal health care staff COVID-19 vaccination mandate, all employees of COMCARE and the Health Department must be fully vaccinated. All offers of employment are contingent upon submission of vaccination documentation prior to start date.

Preferred Qualifications: Master’s degree from accredited college or university in public health, health-related area, public or business administration, or other related field. One year of work experience in public health emergency preparedness. One year of work experience in a public health agency or medical-related agency such as a hospital, medical clinic, or emergency medical services (EMS). Experience providing staff trainings. Completion of the following FEMA courses: IS 100, 200, 700, and 800.
