This position is responsible for the daily operation of the purchasing, of supplies, commodities and equipment by ordering and purchasing items within the approved purchasing plan. Accountable for verifying the accuracy of all invoices before final approval and payment. Developing and maintaining procedures for identifying incoming and outgoing supplies and parcels. Maintaining and monitoring all Purchasing Department budgets. Coordinating and maintaining records of the Purchasing/Facilities activities and workflow to include computerized purchase orders, vendor performance, invoice tracking, budget reporting, shipping and receiving tracking and purchasing.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.

  • In coordination with and under the direction of the Facilities Manager, develop specifications for RFP’s and competitive bids from qualified vendors. Effectively bid and/or negotiate contracts for products and services resulting in reduced costs. Review the bid/negation results with the Facilities Director and award the bids appropriately.
  • Monitor all vendors to assure fulfillment of their contract obligations to FBH. Manage and monitor electronic requisitions and online catalogs.
  • Maintain and monitor all Purchasing Department budgets. Notify the Facilities Manager when projects or costs exceed, or are anticipated to exceed, the established budget. Prepare reports to support any justification for budget overrides and present these reports to the Facilities Manager.
  • Develop and maintain purchasing Policy and Procedure Manual.
  • Effectively coordinate and communicate with Finance to ensure proper recording and allocation of items acquired and disposed of through Purchasing.
  • Coordinate with program staff to ensure timely identification of needs, assess cost effective options and develop purchasing plans under the direction and approval of the Facilities Manager.
  • Identify the areas where the purchasing function can be consolidated; develop a plan to coordinate and implement the consolidation of the purchasing functions throughout FBH.
  • Order items within the approved purchasing plan.
  • Verify the accuracy of all invoices before final approval and payment. Develop and implement procedures for invoice tracking and verification to include the proper approval, identity of the user, verification of date and receipt of the products and/or services, proper assignment to program expenses and monitor to program and department budget. Communicate budget impacts and status to Facilities Manager on a monthly basis, or upon concern.
  • Learn and effectively use MIP for all available areas of the purchasing function.
  • Identify the supplies that must be stocked and establish and maintain appropriate inventory levels for these items.
  • Cross-train other Facilities Department staff person in the purchasing function to provide coverage and back up as assigned by the Facilities Manager.
  • Input and maintain appropriate records to support the critical data necessary to assess and fulfill the purchasing function
  • Provide monthly budget reports and other reports as requested.
  • Work closely with Facilities Manager on all Purchasing Department responsibilities.
  • Perform shipping and receiving duties as needed. Develop and maintain procedures for identifying incoming and outgoing supplies and parcels. This will include where supplies and/or parcels are coming from or going to, identity of the carrier, the date, who delivered the incoming supplies and/or parcels and where it was delivered and the date and time. Assure supplies and/or parcels are delivered timely to all FBH’s locations.
  • Maintain and enhance customer service to ensure that both external and internal customers of FBH have a positive experience.
  • Other duties as assigned.

QUALIFIED APPLICANTS WILL HAVE:
REQUIRED:

  • Four years’ experience in purchasing and inventory control.
  • Must have reliable transportation, insurance and an active drivers’ license and be willing to use personal vehicle in the course of work.

PAY RANGE (Hourly/ Non-Exempt): $22.81-$27.80

  • All pay is based on longevity at Frontier Behavioral Health.
