SUMMARY
Assist the Air Force Civil Engineering Center (AFCEC) Natural Disaster Recovery (NDR) Division with procurement activities in accordance with Government oversight and approvals.
Candidate must reside in the local Panama City, Florida area.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Includes the following (Other duties may be assigned):
- Support the development of bid schedules.
- Support the development of Source Selection evaluation criteria.
- Review and make recommendations on contractor schedule and cost proposals.
- Support the development Requests for Quotation (RFQs).
- Review and make recommendations on change requests.
- Review and make recommendations on Requests of Equitable Adjustments (REAs).
- Review and make recommendations on claims.
- Assist Government CO and program managers with the development of contract acquisition strategies and Request for Proposal (RFP) packages.
- Create, track, and review funding requests and funding documents (i.e., Purchase Requests, etc.) in the Defense Enterprise Accounting and Management System (DEAMS)
- Report on financial obligations and expenditures
- Assist the Government in developing and reporting on budgets associated with operations & maintenance funding and other colors of money
- Participate in Financial Management Board meetings
- Monitors and manages logistics to maximize cost-effectiveness
SUPERVISORY/MANAGEMENT AUTHORITY
No supervisory or management authority.
EDUCATION and/or EXPERIENCE
- Bachelor's degree in finance or related field.
- At least 5 years’ experience in government procurement and finance
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of government source selection process
- Solid understanding of government finance, including appropriation law (use of color of money)
- Ability to read and interpret documents such as contractor schedule and cost proposals, change requests, and Request for Equitable Adjustments (REAs)
- Ability to apply commonsense understanding to carry out detailed written or oral communications.
- Knowledge of DEAMS, IAPS, and other government finance systems.
- Interpersonal skills; telephone skills; patience; problem solving skills; attention to detail; organization skills; accuracy; time management; speech and presentation skills; ability to perform inventory analysis; and ability to develop key measurements.
- Knowledge and skilled in Microsoft Suite including Excel, PowerPoint, Word, and Outlook is required.

- Work is in a secured federal office setting
- Telework at the discretion of the government
