POSITION PURPOSE: The Quality Specialist assists the Quality Manager in implementation of the Technical Assistance Contract’s Quality Assurance Program and Contractor Assurance System and directly supports the Department of Energy (DOE) in development, management, and implementation of the DOE Oversight Plan and DOE Order 226.2B, Department of Energy Oversight Policy. This position exercises independent judgement and critical thinking skills to perform operational awareness oversight activities and to plan and conduct formal assessments and effectiveness reviews.

ESSENTIAL FUNCTIONS:

• 
  Conduct operational awareness oversight activities, “boots-on-the-ground”, of the Remedial Action Contractor and the Technical Assistance Contractor activities.
• Communicate and report the results of oversight and assessments to DOE and contractor management
• Plan, coordinate, and conduct formal assessments and effectiveness reviews.
• Collect and review objective evidence to verify compliance with requirements and closure of corrective actions.

• 
  Prepare assessment reports, weekly oversight reports, and a weekly oversight schedule.
• Assist in maintaining a database to manage corrective actions.

• 
  Review Contractor Assurance Systems, identify trends, and monitor actions for improvement.
• Recommend opportunities to enhance quality, safety, and reliability.

• 
  Performs other duties as assigned by supervisor.

Education

• 
  Bachelor’s degree in Science, Engineering, Physics, or another related field. (Relevant experience may be substituted for education)

Experience

• 
  Minimum of two years’ experience supporting Quality Assurance efforts, preferably associated with DOE project(s).
• Experience conducting assessment and operational awareness activities is required.

License, Cert or Registration

• 
  Current driver’s license
• Proof of U.S. Citizenship
• The ability to obtain security clearance enabling access to various government facilities.

Special knowledge, skills, & abilities

• 
  Knowledge of Quality Assurance programs and consensus standards is required.
• Ability to write routine reports and correspondence.
• Ability to speak effectively before groups of customers or employees of the organization.
