SUMMARY

The Range Safety Analyst V provides support to the Ronald Reagan Ballistic Missile Defense Test Site (RTS) a Department of Defense (DoD) Major Range Test Facility. This position provides flight safety analysis support required as part of the risk management and mission planning/preparation processes performed for missions conducted at RTS, or by RTS. The Range Safety Analyst V also provides ground safety support such as modeling, simulation, and mission planning tools development; and, general technical support. Additionally this position provides systems engineering support to assist the customer in performing improvement and modernization, mission test planning, execution, and program management activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Maintains technical direction within broad program objectives relating to operations including proposal development and environmental reporting.

Provides management and technical direction to program managers or project personnel.

Responsible for project planning, execution, and performance.

Responsible for aiding in own self-development by being available and receptive to any training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

Promotes and encourages a culture of compliance with all applicable rules (federal, state, local, Federal Acquisition Regulations, Code of Federal Regulations, Prime Contract requirements, etc.) for themselves and the company as a whole. Fosters an environment in which they will r eport any violations or reasonably suspected violation of CNI policy, FAR, and/or CFR and are comfortable discussing the myriad compliance, conflict, FAR, CFR, etc. issues that arise during the performance of a government contract.

EDUCATION/EXPERIENCE REQUIRED

Bachelor’s Degree in engineering, computer science, the physical sciences, mathematics or related field and fifteen (15) years’ of experience in missile flight safety risk analysis; or equivalent combination of education/experience. Experience in missile flight safety risk analysis (as defined under the Flight Safety Analysis III) including supervisory experience. Must have an excellent graduate academic record in physics or engineering and extensive experience in missile flight safety risk analysis.

CERTIFICATES / LICENSES / REGISTRATION

Possesses or ability to obtain a Top-Secret clearance

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Knowledge with Probabilistic risk analysis

Ability to develop missile flight safety risk mitigation approaches such as flight termination limit lines, hazard or caution areas, or predicted impact areas

Ability to predict inert debris impact involving a target and interceptor missile

Ability to perform Toxic Cloud modeling and Explosive Safety modeling (impact of fragment/blast/overpressure on structures)

Previous knowledge as a project lead responsible for the design and implementation of a complete missile flight safety analysis task for a missile test program, including night safety analysis

Excellent research and analytical skills with ability to identify problems, determine accuracy / relevance of information, evaluate alternatives and make recommendations

Excellent computer skills with proficiency using Microsoft Office (i.e., Word, Excel, Access, PowerPoint, etc.), SharePoint and project management software

Excellent verbal and written communications skills with ability to compose meaningful reports and to present research / information with clarity

Ability to employ a collaborative, customer service approach and to work effectively with others in diverse and multi-functional roles

Ability to maintain confidentiality of sensitive information

Exceptional organization skills with ability to manage multiple projects and priorities and to meet specified deadlines

Ability to appropriately raise issues and concerns for resolution

Ability to interact and communicate with all levels of staff, including executive management

Ability to effectively work both independently and in a team environment toward the successful achievement of goals

LANGUAGE SKILLS

Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY

Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, musical notes, etc.,) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.
