The Romney Institute of Public Service and Ethics supports the development of leaders of faith, intellect and character through teaching, scholarship, and engagement by enhancing BYU's ability and capacity to develop students who will leave the university with the tools and commitment to be moral and ethical leaders committed to serving their communities and making public organizations better. The Romney Institute accomplishes this by administering the

  • MPA and EMPA programs (250-300 graduate students)
  • Marriott School’s Ethics and Management Communications services courses delivered to college and university populations:
    • Ethics (about 1500 undergraduate and graduate students annually)
    • Management Communication (MCom) (approximately 1600 undergraduate students annually)
  • BYU’s Nonprofit Minor (approximately 100 undergraduate students)

The primary purpose of this position is to assist in the recruiting and marketing of the MPA & EMPA Programs of the Romney Institute of Public Service and Ethics as outlined below:

Essential Functions

  • Manage recruiting efforts of the BYU MPA and EMPA programs
    • Assist in the development and implementation of recruiting and retention strategies, plans and calendar for the year. Who we target, how, how many, and when
    • Create and execute plans to meet program enrollment goals, including mix of applicants (male/female, experienced/inexperienced, appropriate levels of diversity, US/international)
    • Establish and sustain strong connections with alumni, nonprofit and government organizations, faculty, advisement and career placement officers, and relevant departments, colleges and universities to raise awareness of MPA and EMPA programs and pursue strong applicants
    • Organize, plan, conduct outreach including events, in-class visits, information sessions, and one- on-one mentoring with prospective students annually
    • Convey informative, inspirational presentations regarding BYU MPA and EMPA programs
    • Attract, recruit, and matriculate academically strong, talented, and diverse classes of MPA and EMPA students annually with the potential to be leaders in their communities, states, nations, families, and the Church
    • Manage Student Recruiting Managers who assist in: Campus visits, student sponsored information sessions, etc.
    • Stay current on recruiting strategies and trends, benchmark activities against other programs, and share knowledge and best practices learned with team members.
    • Identify and undertake special projects and other duties as needed in support of the educational programs.
  • Marketing and messaging
    • Increase public awareness of BYU MPA & EMPA Programs among colleges, departments, and other universities (peer marketing)
    • Create, recommend, and execute annual marketing objectives, strategies, plans, and key performance indicators for MPA and EMPA programs
    • Implement targeted marketing strategies and programs to drive interest, applications, and enrollment to meet enrollment targets
    • Partner with the Creative Director to deliver messaging and marketing design (ads, web content, email messages, alumni and student spotlights, presentations, newsletters, etc.) used across marketing platforms (social media, web content, email content, information session presentations, online presentations, MPA marketing pieces, etc.).
    • Grow, administer, and maintain marketing communications (emails, social media, website content)
    • Manage search engine optimization and ad words budget and targets
    • Partner with Creative Director and the BYU Marriott Marketing team to ensure all marketing materials are in line with policies and guidelines set by that department.
    • Coordinate with Romney Institute Team (Associate Director, Creative Director, Career Services Director, and Alumni Director) to further the mission of the department.

Education/Experience

Minimum education/experience required: BYU Master of Public Administration

Preferred: BYU Master of Public Administration with 3 years of relevant experience in higher education

Skills, abilities, knowledge, licenses, certifications required

  • Self-directed with the ability to take initiative
  • Excellent oral, written, and presentation communication skills
  • Work individually as well as in groups, teams or committees


Employee Class: 3/4 Time (28 hour)
