GENERAL DESCRIPTION:

The Wyoming Department of Corrections (WDOC) is seeking a Contract Restoration and Rights Coordinator. This position will manage the process and issue certificates to restore voting and civil rights as stipulated in Enrolled Act 94 resulting from the 2023 General Session as well as Wyoming Statute 7-13-105.

This position is funded for a twelve-month period ending June 30, 2024. However, this position is at will and may end at any time without notice.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
  • Using the criteria stipulated in applicable Wyoming Statutes, evaluate, determine qualification, and Issue the restoration of voting and civil rights certificates to eligible individuals and the completion of their sentence.
  • Report to the required federal and state agencies all rights restoration certificates in the approved format periodically as agreed upon between impacted agencies.
  • Using the National Crime Information Center (NCIC) database, determine the qualifications of applicants and issue certificates based on that determination.
  • Maintains system security and document control by regulatory requirements.
  • Notifies the federal Bureau of Alcohol, Tobacco, and Firearms and the Wyoming Secretary of State’s Office that the person has restored their right to use or possess a firearm, as well as the Wyoming Department of Criminal Investigation (DCI.)
  • Files copies of the certificate of restoration with the Wyoming Secretary of State.
  • Combines the existing Departmental databases into one consolidated Restoration of Rights database, and maintains that database.

Qualifications


PREFERENCES:

Preference may be given to candidates with a Bachelor's Degree in Criminal Justice with a minimum of 3-5 years of work experience in criminal justice at a supervisory level.

KNOWLEDGE:


  • Basic knowledge of Wyoming Statutes
  • Understanding of the National Crime Information Center database
  • Understanding of the Department of Corrections
  • Working knowledge of MS Office products.

PHYSICAL WORKING CONDITIONS:


  • Typically, the employee may sit comfortably to perform the work; however, some may be walking, standing, bending, carrying light items, driving an automobile, etc.
  • Special physical demands are not required to perform the work.

  • FLSA: Non-Exempt
  • This position may require one or two weeks at the WDOC Training Academy paid for by WDOC.
