General description

Performs highly advanced (senior-level) computer systems analysis work. The Scrum Master guides, facilitates and teaches the Agile mindset, core values, principles and Scrum practices to everyone involved in the project; clears impediments for the team; and ensures that Scrum processes are being followed. Provides the Scrum team with an environment conducive to completing development of the products by removing impediments and facilitating as a servant leader for the team to ensure they have the necessary resources to be successful. Directs, guides, and oversees highly complex information technology systems implementations. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgement.

In this role you will:

  • Facilitates the Scrum ceremonies, such as: backlog grooming/refinement with team and product owner to prioritize and prepare backlog items to meet definition of ready for inclusion in future sprints; sprint planning to ensure highest value deliverables are assigned and being worked in each time-boxed iteration, retrospective to ensure the team is reflecting on its performance after each sprint to identify successes, as well as failures, and continuously improving; daily standups to keep the team members aligned and aware of any issues; and sprint reviews and demos to showcase incremental value in the form of working, tested software and systems, and getting customer feedback to ensure the right product is being delivered.
  • Identifies and removes impediments or guides the team(s) to remove impediments on their own. Oversees and guides teams to be self-organized and motivates teams to focus on team goals/objectives. Guards and shields the team from distractions and interruptions caused by external interferences.
  • Acts as Scrum Master for two or more scrum teams and leads the teams in achieving higher levels of Agile knowledge and maturity at a sustainable pace. Oversees the training of staff prior to the implementation of technical and/or computer systems and offers advice and guidance during the implementation process.
  • Coordinates with users to identify system requirements, develop functional design specifications to meet requirements, and solve complex operational problems. Oversees projects that cross functional agency systems and other state entities that require coordinating, planning, and scheduling during project development and implementation stages.
  • Facilitates team discussion, decision making and conflict resolution. Provides technical advice and assistance in matters related to programming activities.
  • Creates, updates, and maintains information radiators and relevant metrics for management, others, and team to stay abreast of the project’s status and team’s productivity.
  • Coordinates and/or participates in the development and execution of enterprise level strategies and technical direction.
  • Develops and implements strategic planning actions and policy decisions related to the agency’s systems, and makes recommendations concerning the direction of the agency’s computer and management information systems. Assists in the development of agency computer operations and management information system plans and budgets.
  • Performs related work as assigned.

Minimum Qualifications

  • Bachelor's degree.
  • 4 years of cumulative experience performing the duties of Scrum Master

Preferred Qualifications

  • Bachelor's degree in Computer Science, Computer Information Systems, or Management Information Systems.
  • Last 4 years working in a position with the actual title of Scrum Master or Agile Coach.
  • 4 years working experience as a software developer or quality engineer.
  • 3 years of experience with modern development languages, frameworks, and architectures such as Java, JavaScript, React, Spring Framework, Microservices, CI/CD, Cloud Native, etc.
  • 2 years of experience with cloud platforms such as AWS, Azure, GCP.
  • JIRA/Confluence/BitBucket
  • Serving in a technical leadership role on software development projects.
  • Having been a member of an agile development team and iteratively and incrementally delivered a final finished product into a production environment
  • Participation in an agile transformation

Substitutions:

1additional year of experience in providing systems analysis and support in a highly complex IT environment may substitute for the education requirement on a year-for-year basis for up to 4 years.

Pay: $72,000.00 - $97,392.00 per year
